HSE Upstream Coordinator
POSITION OVERVIEW
We are seeking an experienced HSE Upstream Coordinator. This is a critical safety and compliance role supporting upstream oil & gas operations in Mozambique, with the primary work location in Paris for a minimum 12-month assignment (renewable).
KEY RESPONSIBILITIES
Health, Safety & Environment (HSE) Coordination
- Develop, implement, and monitor HSE policies, procedures, and standards aligned with international best practices (IOGP, API, ISO 45001, ISO 14001)
- Conduct HSE risk assessments and hazard analyses for upstream operations (drilling, production, facilities)
- Coordinate HSE audits, inspections, and compliance reviews across project phases
- Manage incident reporting, investigation, and corrective action tracking
- Ensure adherence to Mozambique regulatory requirements and host country legislation
Operational HSE Management
- Liaise with onsite HSE teams in Mozambique to ensure real-time compliance and risk mitigation
- Support toolbox talks, safety briefings, and HSE training delivery
- Monitor Key Performance Indicators (KPIs): TRIFR, LTIFR, near-miss reporting, and environmental metrics
- Prepare HSE reports, dashboards, and management presentations for stakeholders
- Coordinate emergency response drills and contingency planning
Stakeholder & Vendor Management
- Interface with contractors, service providers, and supply chain partners on HSE requirements
- Ensure HSE clauses in contracts and procurement specifications
- Conduct HSE pre-qualification assessments for vendors and subcontractors
- Manage HSE documentation and compliance records
Project Integration
- Collaborate with Project Management, Engineering, Procurement, and Construction teams
- Integrate HSE requirements into project schedules and budgets
- Support commissioning activities with HSE oversight and sign-offs
- Participate in project meetings and steering committees
Environmental & Regulatory Compliance
- Monitor environmental permits and regulatory compliance status
- Coordinate environmental impact assessments and mitigation measures
- Manage waste management, emissions reporting, and environmental monitoring protocols
- Ensure alignment with Mozambique environmental legislation and international standards
REQUIRED QUALIFICATIONS
Education & Certifications:
- Bachelor's degree in Occupational Health & Safety, Engineering, Environmental Science, or related field
- NEBOSH IGC (International General Certificate) or equivalent HSE certification (minimum requirement)
- IOSH Managing Safely or equivalent preferred
- Valid First Aid/CPR certification
Experience:
- Minimum 7-10 years of HSE experience in upstream oil & gas operations (onshore or offshore)
- Proven experience in project-based environments (construction, commissioning, or major turnarounds)
- Demonstrated expertise in risk assessment, incident investigation, and compliance management
- Experience working in sub-Saharan Africa or similar emerging markets is a strong advantage
