Job Responsibilities:

Front End Development
a. Coordinate and procure opportunity approach approval via the Opportunity Framing Workshop (OFW) with Client against the scope of work freeze, envisaged design development, available engineering practices and project case study.
b. Develop the mandatory documentations and control based on the Opportunity Development Manual (ODM) for Small & Standard projects.
c. Manage and procure the required approval from the relevant Technical Authority (TA’s) based on the Project Control And Assurance Plan (PCAP) of the project.
d. Manage the team including procuring support from PMO team members for required deliverables in the Front End Development for Identify & Access, Select and Define phases.
e. Manage the Tender packages developed in the Define Phase with tender preparation, site visits coordination and Tender qualifications of Technical Nature for the tender in concern for the project to transition into Execute Phase.
f. Assurance of Project in compliance with Local Regulatory Authority and Shell Global Standards via Design Engineering Manual (DEM) and other Local and International governing standards.

 

Schedule Management
a. To develop the Project Timeline from I&A, Select, Define to Execute including anticipated Project Execution Schedule to final Ready For Start Up (RFSU) and Project Acceptance Certificate (PAC).
b. Develop, plan and secure the approval with Client for the total project duration in compliance to the GIP and RFSU.
c. Manage and Monitor Project Progress in planning for schedule compliance against the various Decision Gates (DG3 & DG4) including weekly updates in the Project Management Resources (PMR) Shell Global PMR 3.0 Tool.
d. Develop an company estimate on the envisaged Project Execution Timeline with Equipment and Manpower Resource incorporated.

 

Cost Management
a. Review, Manage and Update the planned project allocations via Quarterly Latest Estimates (LE) against Plan Spend in the agreed CAPEX value for the year in execution.
b. To Manage and Control the Project Execution timeline and progress within the Project Management Team (PMT) to ensure the planned quarterly estimates are in line with the LE’s for the corresponding quarter.
c. To Management of Cost Performance Tracking (CPT) against planned and agreed scoping and any variations via Scope Change Request (CSR) with Client on monthly and timely basis.
d. To manage/track the agreed IP Funding for the Project against the development of PR/PO.
e. To participate in Tender activities with Clent’s Contract & Procurement (CP) team for Request For Proposal/Invitation to Bid, Tender qualifications requirements, tender timeline management up to Technical Bid Evaluations(TBE) and commercial comparisons against Company Estimates for Tender Award.
f. To develop and submit the agreed projects costing for assurance compliance with Client in the Cost Effectiveness Index (CEI) and to score less than 1.0.
g. To manage/mitigate Over and Under Spend within 1% of the LE.

 

Contractor Management
a. Manage the Implementation Contractor at the Execute phase, from Project Kick-Off Meeting, Progress Meetings & Progress Monitoring till completion.
b. Coordinate and review with stakeholder needful documentation to facilitate the project planning in execution. i.e. Job Method Statement, Job Hazard Analysis, Constructability Reviews etc.
c. Perform Value of Work Done measurement corresponding to the project progress and reporting.
d. Develop needful documentation as identified in the Shell ODM’s corresponding to the phase and size of the opportunity.
e. Perform site execution supervision where required and agreed for projects in execute.
f. Manage and Review Project technical document not limited to engineering drawings, JMS, JHA, Project Execution Plan, Project Schedule etc.
g. Manage, Coordinate to lead the PSSR & SoF discussion until the procurement of approvals with the relevant TA’s.
h. Perform Project Acceptance Certificate with the agreed timeline from RFSU.
i. Support in the e-MoC (Management of Change) process with the Client’s team.
j. Develop and Manage the Project Risk Register.

 

Documentation
a. Compliance of Document Control as per DGAME process in project executions.
b. To manage and maintain the ODM required documentation for Small, Standard and Large Projects as required.
c. To ensure final Project Documents are reviewed and agreed prior to handover to Client for I&A, Select and Define Phases of the projects.

 

Finance
a. Manage the Project Spending to meet the agreed Latest Estimate against the value of funding agreed and depressed.
b. Develop the PR/PO for approved vendors as agreed and finalized by employer.
c. Perform VOWD on monthly basis for projects in execute.
d. Perform project PAC.
e. Support Finance-Asset Capitalization activities and assist in the Annual Audit & Finance Transactional Clarifications where required.

 

Stakeholders Management
a. Manage interfacing with relevant stakeholders, including Client Project Managers, Technical Authorities (TA), BV Project Managers, Client CP.
b. Coordinate with Clients Reliability & Integrity (R&I), Sustain & Improvement (SI) and Maintenance team on the MIMP Maintenance Plan for the new asset to be installed in
project and registered as new in GSAP.

 

HSSE
a. Participate in HSSE Reviews such as Project Constructability Review, HEMP, HAZID, HAZOP, SIMOPS discussion.
b. Participate Inspection, Toolbox, Line Walk and other Safety Campaign organised by Company, Client and Contractor

 

Job Requirements:

  1. Possess a bachelor’s degree in engineering.
  2. At least 5 years working experience in oil & gas field in construction, project management, maintenance or operations. Open for candidates from real estate, oil & gas, construction industries as well.
  3. Able to communicate with internal & external stakeholders.
  4. Appropriate skill sets and experience in Brownfield Project Execution.
