Resident Engineer /Resident Architect (RE/RA) roles generally require a combination of technical skills, knowledge of construction practices, and the ability to interpret plans and specifications. This includes understanding building codes, regulations, and quality control methodologies. Additionally, strong communication and problem-solving skills are essential.
RE/RA is responsible to establish the Quality control during the construction processes and procedures that are involved to ensure that all construction materials and installation to meet high standards and criteria that are put in place during the planning stages of the process.
Possessed the experience with a systematic approach (Construction quality assurance) that defines the processes and systems to be followed to ensure the work in a construction project meets quality standards. Coordinates, reviews and inspects the work of contractors and internal Design/operation teams.
Performs project management activities to ensure contracted work by the contractors is completed in accordance with all local, state, federal rules, regulations, and statutes.
This role is a hands-on position that requires collaboration and coordination with the Design team, Project & Construction team, Critical Operations teams to ensure consistency and quality of the completed Datacenters building is being delivered and maintained.
1. Quality Assurance and Quality Control (QA/QC)
- Establish the Quality Control during the construction processes and procedures that are involved to ensure that all construction materials and installation meet high standards and criteria that are put in place during the planning stages of the process.
- Quality System: Assist in the development and maintenance of the quality control plan for the project.
- Compliance: Verify that work is carried out in accordance with approved construction blueprints, project plans, and relevant codes and regulations.
- Enforce corrective actions for non-compliant works and follow up to ensure rectification.
- Coordinate with the QA/QC team to ensure test results (concrete, steel, waterproofing, etc.) meet specified criteria. Report and communicate with the Client QA/QC team on the quality issues.
- Inspections: Perform routine inspections of materials, equipment, and construction activities to ensure they meet project specifications and quality standards.
- Discuss issues related to the project quality issues and take effective corrective actions.
- Monitor construction methods and workmanship to ensure they meet contractual and technical requirements.
- Conduct regular site inspections and witness all construction processes (e.g., concrete pouring, steel reinforcement placement, waterproofing).
- Supervise and witness laboratory and field tests (e.g., soil compaction, concrete strength, weld integrity).
- Ensure that independent testing agencies are properly accredited and that testing procedures follow recognized standards.
2. Coordination and Communication
- Coordination: Collaborate with subcontractors, suppliers, and project managers to address quality concerns and ensure timely resolution of issue.
- Attend Quality Coordination Meetings with the PM/PD, GC on the quality issues that foun on site.
- Attend Quality Coordination Meetings with Client QA/QC team on the quality issues that foun on site.
- Attending Regular Meetings (on work progress, coordination, design, etc.) with GC and Consultant to discuss key issues related to the project quality issues and take effective corrective actions.
3. Documentation and Reporting
- Documentation: Maintain detailed records of inspections, test results, and any non-conformances identified.
- Reporting: Prepare and submit Biweekly inspection reports, including non-conformances and corrective actions, to relevant parties for each project.
4. Analysis and Follow Up
- Root Cause Analysis: Investigate non-conformances to identify root causes and implement corrective actions.
- Follow up: With all the inspection findings and reports generated, together with the site project managers, to ensure the contractors and vendors follow up and rectify the work as per the inspection findings on time.
5. Authority Compliance
- Compliance: To make sure that the construction work, license, documents comply with the local codes, standards, and requirements.
- Ensure the construction work complies with Client’s requirements.
6. Others
- Be a point of escalation and provide guidance and direction to the site teams related to the Quality Assurance and Quality Control during incidents/events affecting site operation and implement new standards to reduce incidents.
- Monitoring the quality of the construction work, and report and communicate with the consultant when necessary to the design related issues.
- Recommend improvements to construction processes and quality management practices.
- Provide guidance to contractors on best practices and preventive measures to avoid recurring issues.
Requirement
Registered as graduate engineer with BEM. Must provide proof of certificate.
- Personnel shall not exceed 55 years of age.
RA/RE personnel must have at least 10 years of work experience - Personnel must be familiar with design drawings and local codes, and must be able to identify issues in site construction quality based on design drawings and construction specifications. Data center experience is advantage.
- RA/RE personnel must be able to communicate in Mandarin (listening, speaking, reading, and writing).
