Key Responsibilities:

  • Responsible for the overall pre-commissioning and Commissioning, initial start-up/testing of project facilities including handover of all commissioned systems/plants to Operations/Maintenance department as per the agreed Acceptance Criteria.
  • Provide leadership and direction to the commissioning team, project team and set the safety standards and example for the entire team.
  • Complete all the mandatory HSSE training timely as required by the COMPANY from time to time.
  • Develop execution strategies with Commissioning Engineers, Offshore Project Execution Lead, Planning Team, OR/Operation team and Hook-up team.
  • Deliver Project Commissioning and Start Up safely, timely and meet COMPANY’s target and expectation.
  • Champion of CMS implementation, FPD (testing) and support OR&A/P2A
  • Lead and manage the execution of all pre-commissioning, commissioning, and start-up activities as well as performance testing of systems and equipment packages which are to be in line and consistent with the project execution strategy and plan.
  • Initiate, organize, plan and manage the commissioning activities for the project to ensure safe, effective and efficient implementation of commissioning works in terms of cost, time and resources as well as in accordance with good engineering practice and procedures.
  • Ensure all the necessary commissioning budgets are raised and in-place.
  • Provide Commissioning inputs to the preparation of Site-Specific Procedure (SSP) for SIMOPS operations.
  • Review design packages to ensure that existing commissioning procedures/manual and criteria are applicable, if not, develop new ones for the project.
  • Identify or prioritise start up critical systems for fabrication yard and hook-up phase wherever possible to ensure that yard or hook-up pre-commissioning / commissioning / testing are maximized
  • Coordinate on site day-to-day commissioning activities and outstanding issues with Construction, Operations and and own Commissioning team and ensure safety procedures and standards are followed.
  • Ensure that the project design intentions and specifications are made available and are compared/reviewed against design philosophy standard practice and purchase orders.
  • Ensure that the individual equipment delivered conforms to the purchase order requirements and has passed all the necessary statutory tests specified with all certificates are made available.
  • Plan and assign team members for equipment Factory Acceptance Test (FAT) in vendor premises and Site Acceptance Test (SAT) at site.
  • Review equipment Operating Manuals and incorporates requirements into Overall Platform/Facilities Operating Procedure Manual (POPM)
  • Advise Project Lead and Operations on proper sequencing and planning of commissioning activities.
  • Lead and manage the execution of all commissioning and start-up activities as well as performance testing of systems and equipment packages.
  • To jointly manage SIMOPS activities with Operations, Drilling and Construction team.
  • To lead an integrated team of operations and maintenance personnel to provide commissioning, start-up and on the job training up to final handover to Operations.
  • Ensure as-built drawings are updated correctly and the relevant parties have copies of reports / vendors data / procedures / as-built information upon project completion
  • To liaise with workpack team and ensure that the project hook up workpacks include all the necessary pre-commissioning works and technician support.
  • To ensure workpack are reviewed by the commissioning team and provide comments that can optimise the execution and schedule.
  • Participate in HAZOP studies of process systems.
  • Participate in SIMOPS & Safety interface/coordination meeting with Operations/Maintenance, Construction team and Drilling to ensure good regular communication is maintained between site/yard and office.
  • Shall support CSR and Hook-Up Contractor to deliver all the activities in a timely and safely manner and within budget during offshore hook up campaign.
  • Review and highlight design issue and provide recommendation to COMPANY’s Discipline Engineers and design consultant on

 

Qualifications:

  • Bachelor of Engineering / Science in Mechanical/Mechatronic, Petroleum Engineering, Instrumentation/Control, Electrical & Electronics, Chemical/Process Engineering or Electronics/Communication or equivalent;
  • Minimum 8-year hands-on-the-job experience in Oil & Gas facilities and 2-year experience project commissioning as Lead Commissioning Engineer (LCE).
  • Effective communication, interpersonal, and leadership/influencing skills.
  • Computer literate and skilled user of MS Office, familiar with Project Completion/Handover System
