About the Role
We are seeking a highly driven and market-savvy Senior Technical Recruiter to support our Building & Infrastructure business in Singapore and the broader SEA region. This role is critical in supporting project bidding and tendering activities by identifying, mapping, and securing technical talent pipelines ahead of project awards.
The ideal candidate will possess strong recruitment expertise within the construction, EPC, engineering consultancy, or infrastructure sectors, with extensive experience sourcing site-based technical professionals such as Resident Engineers (RE), Resident Technical Officers (RTO), inspectors, supervisors, and project engineers.
Key Responsibilities
- Source and engage technical talent for Building & Infrastructure projects and tender requirements.
- Conduct market mapping, talent pipelining, and competitor intelligence within the construction industry.
- Support tender and bidding activities through manpower planning, salary benchmarking, and workforce availability analysis.
- Assess candidates' technical capabilities, certifications, availability, and salary expectations.
- Build and maintain a strong network of Resident Engineers (RE), Resident Technical Officers (RTO), inspectors, supervisors, and engineering professionals.
- Partner closely with business leaders, tender preparation units, and project teams across South East Asia to meet regional project staffing requirements.
- Negotiate employment terms and support timely mobilization of candidates upon project award.
- Maintain talent pipelines, recruitment databases, and market intelligence records.
- Ensure recruitment activities comply with company policies and local employment regulations.
- Utilize ATS platforms, data analytics, and AI tools to improve sourcing efficiency and recruitment outcomes.
- Willingness and ability to travel frequently to project sites, particularly in Singapore and (possibly) across the SEA region, to build direct relationships with site teams and proactively map talent on the ground.
Job Requirements
- Education: Bachelor's degree in Human Resources Management, Psychology, Engineering, or a related field.
- Experience: 5 to 10 years of solid recruitment experience within the EPC or Building & Infrastructure industries, with a proven track record of high-volume technical hiring (specifically securing 300+ CVs annually for bidding/tendering purposes).
- Industry Knowledge: Deep understanding of technical site roles, industry terminology, and an established network for sourcing Resident Engineers (RE) and Resident Technical Officers (RTO).
- Sourcing Tools: Extensive experience utilizing advanced sourcing methodologies, including expert proficiency in LinkedIn Recruiter, Boolean search strings, and ATS/RCM (such as SAP SuccessFactors).
- Tech & Automation: Proven experience utilizing Generative AI tools and data analytics (via Google Sheets/Excel) to optimize workflows, track metrics, and automate screening pipelines.
- Regional Compliance & Certifications: Experience verifying local engineering and site certifications across SEA, including:
- Singapore: Joint Accreditation Committee (JAC) registries for RE/RTO.
- Indonesia: LPJK/SKA/SKK registries for certified engineers.
- Malaysia: CIDB requirements.
- Knowledge of BIM tools and local construction safety regulations (e.g., MOM / Kemnaker / DOSH).
- Tender Management: Experience managing complex bidding/tendering recruitment phases, specifically mapping and sourcing talent templates required for government or private sector project proposals.
- Communication: Strong English communication and interpersonal skills, with highly preferable experience managing regional stakeholders.
