Key Responsibilities:
Reporting to the Area B&I Leader, the Project Management Services Manager - North Africa will lead the commercial development and delivery of Project Management Services across North Africa. As a seller-doer, the role combines market development, client engagement, tendering and account growth with hands-on leadership of selected assignments. The position will establish a sustainable and profitable Project Management Services activity, ensure consistent delivery and strengthen Bureau Veritas positioning as a trusted partner throughout the project lifecycle.
1. Business Development & Sales
- Own and develop the Project Management Services commercial pipeline for North Africa in coordination with the Area B&I Leader and local Operating Groups.
- Identify target clients, priority sectors and strategic opportunities across buildings, infrastructure, transportation, industrial and major capital projects.
- Build relationships with asset owners, developers, public authorities, investors, lenders, engineering consultants, designers and contractors.
- Lead client meetings, needs assessment, solution positioning and technical-commercial presentations.
- Develop fit-for-purpose solutions covering project, programme and construction management, project controls, contract administration, cost and schedule management, risk management and PMO support, according to client needs and Bureau Veritas capabilities.
- Prepare and coordinate expressions of interest, prequalifications, proposals and tenders, including scope, methodology, organisation, resources, programme, pricing and risk review.
- Drive cross-selling by integrating Project Management Services with existing B&I services and key-account plans.
- Negotiate commercial and technical terms, support contract finalisation and maintain disciplined follow-up through award or closure.
- Maintain accurate opportunity, order intake, revenue and pipeline forecasts and report progress to the Area B&I Leader.
2. Project Delivery & Operational Leadership
- Act as project director, project manager or senior advisor for selected assignments, from mobilisation through delivery and close-out.
- Define delivery strategies, governance arrangements, project execution plans, reporting requirements, responsibilities, interfaces and controls.
- Lead or oversee planning, progress monitoring, cost control, change control, risk management, contract administration, quality coordination and management reporting within the contracted scope.
- Coordinate multidisciplinary internal teams, external specialists, partners and subcontractors to ensure safe, timely and profitable delivery.
- Provide structured oversight of scope, schedule, budget, resources, risks, issues, decisions and client expectations.
- Ensure timely escalation and resolution of material deviations, claims, commercial exposures and delivery constraints.
- Monitor project financial performance, including revenue recognition, margin, cash collection, changes and resource productivity.
- Ensure compliance with Bureau Veritas governance, quality, ethics, independence, confidentiality, health and safety and document-control requirements.
- Capture lessons learned and convert successful delivery approaches into repeatable methods, templates and references.
3. Service Development & Operational Readiness
- Adapt the MCA Project Management Services portfolio to North African market needs and local client expectations.
- Develop standard service descriptions, methodologies, proposal content, pricing models, project controls, reporting templates and quality checklists.
- Identify capability gaps and propose appropriate recruitment, training, partnerships or subcontracting solutions.
- Build and maintain a qualified delivery ecosystem while protecting Bureau Veritas quality standards, intellectual property and commercial interests.
- Support local teams with opportunity qualification, solution design, bid reviews, mobilisation and project recovery where required.
- Promote consistent project management practices and knowledge sharing across the North Africa and MCA B&I network.
4. Stakeholder & Team Management
- Work closely with the Area B&I Leader, country management, sales teams, operational managers, technical leaders and finance teams.
- Coordinate with MCA and Global B&I experts to leverage methodologies, credentials, specialist capabilities and delivery resources.
- Provide functional guidance, coaching and operational oversight to project management resources involved in local assignments.
- Establish clear interfaces with clients, designers, contractors and other project stakeholders while preserving Bureau Veritas contractual position and independence.
- Represent Bureau Veritas in relevant client forums, professional events and industry networks, in line with communication and approval policies.

- Establish a visible, differentiated and commercially viable Project Management Services offering in a competitive and price-sensitive market.
- Balance sales generation with hands-on project delivery and maintain clear prioritisation between business development and operational commitments.
- Convert early opportunities into profitable, repeatable revenue while controlling contractual, delivery, payment and subcontracting risks.
- Build scalable local capability without compromising quality, governance, independence or client responsiveness.
- Manage complex project interfaces and align stakeholders across countries, disciplines, languages and organisational boundaries.

Knowledge, Skills & Experience
- Education: Engineering, architecture, construction management or another relevant technical degree.
- Experience: Significant professional experience in project, programme or construction management within buildings and/or infrastructure environments, including responsibility for complex project delivery.
- Language : Fluent in French and English. Arabic is an advantage.
- Demonstrated ability to develop business, engage clients, prepare proposals and convert opportunities into contracts.
- Strong knowledge of project governance, planning and scheduling, cost control, risk management, change control, contract administration and management reporting.
- Ability to define scopes, delivery models, resource plans and pricing and to manage project financial performance.
- Experience coordinating multidisciplinary teams, consultants, contractors and client stakeholders.
- Familiarity with recognised project management frameworks and relevant digital project controls and reporting tools.
- Strong leadership, problem-solving, negotiation, commercial and stakeholder-management capabilities.
- Commercial mindset, autonomy and the ability to operate effectively in a matrix organisation.
- Clear written and verbal communication, with the credibility to engage both senior clients and delivery teams.
- Relevant professional certification in project management is an advantage.
- Based in Morocco and willing to travel across North Africa and, when required, the wider MCA region.
