For a very important project in SAUDI ARABIA we are looking for 

 

PROJECT QA/QC MANAGER

 

RESPONSIBILITIES:

• Assure the adequacy, related to quality, of the Construction Execution Plan, Commissioning and Start-up

(CSU) Plan and Construction Quality Control Plan, for the client and Contractor organizations.

• Assure the review, approval and implementation for the following Contractor/Subcontractor quality related

procedures, work activities, deliverables and records applicable to the scope of work:

o Document Control

o Work packaging

o ITP preparation

o Personnel competency

o Change control

o Internal audit and deficiency control processes

o Survey procedures

o Civil earthwork processes

o Concrete processes

o Material management

o PMI procedures, verification and control

o Storage and preservation

o M&TE control and calibration

o Dimensional control

o Welding procedure and welder qualification

o Welding process control

o Heat treatment procedures and control

o Protective coatings and corrosion control

o Structural welding and erection processes

o Equipment handling, installation, leveling and alignment

o Equipment grouting

o Valve receipt, storage, control, maintenance, stroke testing, installation and protection

o Safety Valve control, calibration and testing

o Pipe welding and system erection

o Piping pressure and leak testing processes

o Flange management ”tightness”

o Cleanliness control

o Visual examination and NDE processes

o Electrical equipment installation and testing

o Electrical cable and wire installation and testing

o Instrumentation installation and testing

o Completions management processes

• Review and approval of Contractor/Subcontractor ITPs, and will select intervention points, typically

as “witness points”, establishing acceptability of workmanship and emphasizing positive verification

of attributes associated with:

o Personnel competence

o Material control, identification and traceability

o “Flawless Project Delivery(FPD)”for construction related Q-Assurance Plan implementation,

including compiling and reporting Project Flaws and associated KPIs and LIs, and Lessons

Learned

o Safety Critical Equipment/TIV attributes

o System Integrity and Cleanliness

o Test and boundary control

• Assure the reporting, control and corrective action/resolution for construction non-conformances and

deficiencies, in conjunction with the relevant engineering and construction discipline specialists.

 

 

JOB EXPERIENCE:

• Minimum ten (10) years experience in a similar role on oil and gas industry construction projects

• Knowledge of relevant industry codes and standards (ANSI, ASME,ASTM, AWS,API,IEEE)

• NDE ASNT Level 2 qualification in VT,PT,MT,UT and RT

• AWS Certified Welding Inspector(CWI)

 

SKILLS AND QUALIFICATIONS

• Bachelor degree in Engineering or related field is preferred

• Formal technical, quality assurance and auditor/assessor training is required

• Technical discipline certifications commensurate with work experience

• Considerable experience in Engineering, Construction, Commissioning or Start-up activities of various

facilities.

• Reasonable experience associated with Quality Management and coordination of quality activities with

Contractors and Suppliers involved in production facilities projects.

• Experience working in client role on major production facilities projects is preferred.

• Extensive knowledge, skill and experience in construction activities Qualification / certification in auditing

and in inspection disciplines is preferred.
