Testing and Commissioning - ELV/ICT Engineer

Minimum Required Qualifications:

Specialty: Testing and commissioning Engineer.

Education: 

▪ Bachelor’s degree in electrical and electronic/Telecommunication engineering or related field to his or her specialty
▪ Master’s degree in electronic/Telecommunication, or related field to his or her specialty (preferred). 

Training: Understanding of International Code and references (NEC, IEEE, NFPA70E, IEC, ARAMCO, ANSI/BICSI, ACI, BSI…) OSHA, ISO-9001 preferred or T&C certificate or training.

Technical knowledge:

➢ T&C Engineer should have knowledge of all type of T&C documents, and this includes but not limited to commissioning plan, checklists, forms (for pre-commissioning & commissioning for all Electrical systems), method statements, RACI matrices.
➢ T&C Engineer have to ensure that for executed test and commissioning tasks according to the test plan and test procedures provided by the supplier or manufacturer recommendation.
➢ T&C engineers should make sure all the Record faults, Troubleshooting and finding reports any defects or deviations from the specification shall be documented and data should be secure.

➢ T&C engineers should have good knowledge of BMS testing and commissioning.
➢ T&C engineers should have good knowledge of Audio-Visual Background Music System (AVBMS) testing and commissioning.
➢ T&C engineers should have a good knowledge of Public Address System testing and commissioning.
➢ T&C engineers should have good knowledge of Fire Alarm & Voice Evacuation & Disabled Call System testing and commissioning.
➢ T&C engineers should have good knowledge of Guest Room Management System (GRMS System) testing and commissioning. 
➢ T&C engineers should have good knowledge of Access Control testing for (Guest Door Lock, Intercom, Intrusion Alarm).
➢ T&C engineers should have good knowledge of CCTV testing and commissioning.
➢ T&C engineers should have good knowledge of ICT Network Active and passive Components testing and commissioning. 
➢ T&C engineers should have good knowledge of High-Speed internet testing and commissioning.
➢ T&C engineers should have a good knowledge of Telecommunication & Data (IP PBX w/ Telephone sets) testing and commissioning.
➢ T&C engineers should have a good knowledge of IPTV & Digital Signage testing and commissioning.
➢ T&C engineers should have a good knowledge of SCADA system testing and commissioning and how many types of tests are performed.
➢ T&C engineers should have good knowledge of Disabled Toilet Alarm System testing and commissioning.
➢ Good in problem-solving skills and analytical thinking.
➢ Ensure all kind of ELV and ICT testing System perform as per project requirements.
➢ Assist site management in the application of the co-occupancy policy when employees are working on at the time of testing and commissioning on project.
➢ Ensure fall protection provisions are considered when testing & commissioning is performed. 

➢ Verify, during the programming and T&C phases of a project that the procedures for T&C are included and consistent with this guideline as well as current codes and local standards. 

Experience:

➢ 15+ years proven experience in Testing and Commissioning quality activities.
➢ 10+ years in construction or project T&C related position. 

 Primary Functions:

➢ Ensure that contractor performing proper trainings before start testing and commissioning to meet current training requirements and have the skills necessary to perform the T&C.
➢ Understand the scope and hazards associated with the T&C work to be performed.
➢ Engineer shall inspect and monitor the area in relation to the T&C Control; escalate non-compliance and violation of scope, codes, and standards; reviews Project Quality Documents and performs other tasks in relation of Projects Quality in area of his or her specialty.
➢ Review of T&C plan contractual requirements (technical standards, specifications etc.)
➢ Before T&C activity engineer have to review the schedule plans and the relevant procedures review and validation of inspection assignment documentation (technical aspects, reference documentation, schedules, drawings, milestones, reporting, logistics, coordination procedure, etc.)
➢ Ensure that at the time of T&C a prompt rescue is planned for and resourced for all work when the high risk.
➢ Stop any work that is being performed in an unsafe manner.
