Minimum Required Qualifications:

 

Specialty: Testing and commissioning Engineer.

 

Education: 

▪ Bachelor’s degree in mechanical or electrical, and electronic engineering or related field to his or her specialty
▪ Master’s degree in mechanical or electrical, or related field to his or her specialty (preferred). 

 

Training: Understanding of International Code and references (NEC, IEEE, NFPA70E, IEC, ARAMCO, ANSI/BICSI, ASME, SBC, ASTM, ACI, BSI…) OSHA, ISO-9001 preferred or T&C certificate or training 

 

Technical knowledge:

➢ LEAD site Engineer should have knowledge of all T&C documents, and this includes but not limited to commissioning plan, checklists, forms (for pre-commissioning & commissioning for all Electricalsystems), method statements, RACI matrices.
➢ LEAD Site Engineer must ensure that for executed test and commissioning tasks according to the test plan and test procedures provided by the supplier or manufacturer recommendation.
➢ LEAD site engineers should make sure all the Record faults, Troubleshooting and finding of electronic equipment and report any defects or deviations from the specification shall be documented and data should be secure.
➢ LEAD site engineers should have good knowledge in MEP.
➢ Monitor and manage the procedure for Compilation of all test packs.
➢ Monitor and manage the Testing and Commissioning Plan.
➢ Monitor and manage the approved templates and forms for Testing and Commissioning 
➢ Arrange a report along with checklists for each MEP, ELV and ICT system.
➢ LEAD site engineers should have a knowledge of all tests performed for MEP system.
➢ LEAD site engineer must know the application of the co-occupancy policy when employees are working on at the time of testing and commissioning on project.
➢ LEAD site engineer Ensure onsite protection provisions considered when testing & commissioning is performed. 

➢ LEAD site engineer Verify, during the programming and T&C phases of a project that the specifications for fall protection are include and consistent with this guideline as well as current codes and local standards. 

 

Experience:

➢ 15+ years proven experience in Testing and Commissioning quality activities.
➢ 10+ years in construction or project T&C related position. 

 

 Primary Functions:

➢ Ensure that contractor performing proper trainings before start testing and commissioning to meet current training requirements and have the skills necessary to perform the T&C.
➢ Understand the scope and hazards associated with the T&C work to be performed.
➢ Engineer shall inspect and monitor the area in relation to the T&C Control; escalate non-compliance and violation of scope, codes, and standards; reviews Project Quality Documents and performs other tasks in relation of Projects Quality in area of his or her specialty.
➢ Review of T&C plan contractual requirements (technical standards, specifications etc.)
➢ Before T&C activity engineer have to review the schedule plans and the relevant procedures review and validation of inspection assignment documentation (technical aspects, reference documentation, schedules, drawings, milestones, reporting, logistics, coordination procedure, etc.)
➢ Ensure that at the time of T&C a prompt rescue is planned for and resourced for all work when the high risk.
➢ Stop any work that is being performed in an unsafe manner.
