Role Overview:
The Safety Manager will be responsible for leading and managing all Health, Safety, and Environmental (HSE) activities across the project to ensure the highest standards of safety performance throughout construction, testing, commissioning, and handover phases.
The role will serve as the PMC focal point for HSE matters, ensuring compliance with Thai regulations, client requirements, international best practices, and project-specific safety standards. The Safety Manager will work closely with the Client, Contractors, Consultants, and PMC team to foster a proactive safety culture and achieve the project's zero-harm objectives.
Experience in data centers, mission-critical facilities, industrial plants, power projects, or large-scale construction projects is highly preferred.
Key Responsibilities:
- Lead the implementation and management of the Project HSE Management System.
- Review and approve contractor HSE plans, risk assessments, method statements, emergency response plans, and permit-to-work procedures.
- Monitor contractor compliance with project HSE requirements, legal obligations, and industry best practices.
- Conduct regular site safety inspections, audits, and compliance assessments.
- Lead safety meetings, toolbox talks, safety campaigns, and awareness initiatives.
- Identify safety risks and hazardous activities and ensure effective mitigation measures are implemented.
- Review and monitor high-risk activities.
- Investigate incidents, near misses, unsafe conditions, and safety violations, and ensure corrective actions are implemented.
- Monitor key HSE performance indicators and prepare weekly and monthly safety reports.
- Coordinate with contractors and project teams to ensure safe interface management between construction, commissioning, and operational activities.
- Support emergency preparedness drills and crisis management activities.
- Promote a strong safety culture across the project and drive continuous improvement initiatives.
Key Competencies & Experience:
- Bachelor's Degree in Occupational Health & Safety, Engineering, Environmental Science, or a related discipline.
- Minimum 10++ years of HSE experience on large-scale construction, industrial, infrastructure, power, or mission-critical projects.
- Previous experience on data center or mission-critical projects is highly desirable.
- Recognized HSE qualifications such as OSHA or ISO 45001 or Professional Safety Certification
- Experience managing large workforces and multiple contractors in a live construction environment.
- Strong leadership, communication, coaching, and stakeholder management skills.
