Position SummaryWe are seeking a highly experienced QA/QC Manager to lead and manage all Quality Assurance and Quality Control activities for a major petrochemical project. The QA/QC Manager will be responsible for establishing, implementing, and maintaining the Project Quality Management System (PQMS), ensuring that all engineering, procurement, construction, pre-commissioning, and commissioning activities comply with project specifications, international standards, regulatory requirements, and client expectations.
The successful candidate shall possess extensive experience in large-scale petrochemical, refinery, oil & gas, or industrial EPC/PMC projects, with a proven track record of managing quality teams, contractors, and quality systems throughout the project lifecycle.
Key Responsibilities Quality Management and Leadership
- Develop, implement, and maintain the Project Quality Management System in accordance with project requirements, ISO 9001 standards, and client specifications.
- Lead and manage all QA/QC personnel, including discipline inspectors, quality engineers, and third-party inspection agencies.
- Ensure EPC Contractors and subcontractors establish and maintain effective quality management systems throughout the project execution phase.
- Promote a culture of quality excellence and continuous improvement across all project stakeholders.
- Participate in project management meetings and provide quality-related guidance to project leadership.
Quality Assurance
- Develop and monitor Project Quality Plans, Inspection and Test Plans (ITPs), audit schedules, and quality procedures.
- Review and approve contractor quality documentation, including quality manuals, procedures, method statements, inspection plans, and test protocols
- Manage qualification and surveillance of vendors, suppliers, subcontractors, and inspection agencies.
- Conduct quality system audits and assessments to verify implementation and effectiveness of quality management processes.
Quality Control
- Oversee all inspection and testing activities for civil, structural, mechanical, piping, welding, electrical, instrumentation, and coating disciplines.
- Monitor field inspections to ensure construction and installation activities are performed in accordance with approved drawings, specifications, and applicable codes.
- Review and approve inspection reports, test records, material certifications, and turnover documentation.
- Ensure all materials and equipment received on site comply with approved specifications and project requirements.
Non-Conformance and Corrective Actions
- Manage Non-Conformance Reports (NCRs), Site Observation Reports (SORs), Corrective Action Requests (CARs), and Preventive Action Requests (PARs).
- Lead root cause analysis investigations for quality-related issues and ensure effective corrective and preventive actions are implemented.
- Monitor closure of quality deficiencies and verify effectiveness of corrective measures.
- Identify potential quality risks and implement mitigation plans to minimize project impact.
Vendor and Supplier Quality Management
- Coordinate vendor surveillance and source inspections for critical equipment and bulk materials.
- Review manufacturing quality documentation, inspection records, and factory acceptance test (FAT) reports.
- Participate in vendor audits and monitor quality performance throughout procurement activities.
- Ensure compliance with approved vendor quality requirements and technical specifications. Qualifications
- EducationBachelor's Degree in Engineering (Mechanical, Civil, Electrical, Industrial, Materials, or related discipline).Additional certifications in Quality Management are highly desirable.ExperienceMinimum 15+ years of experience in QA/QC management within petrochemical, refinery, oil & gas, LNG, fertilizer, or major industrial projects.
- Proven experience in large-scale EPC and/or PMC project environments.
- Demonstrated experience managing multidisciplinary quality teams and contractors.
- Extensive knowledge of quality requirements throughout engineering, procurement, construction, pre-commissioning, commissioning, and project handover phases
Technical Skills
- Strong knowledge of international standards including ISO 9001, ASME, ASTM, API, AWS, IEC, ISO, and relevant petrochemical industry requirements.
- Extensive experience in inspection, testing, auditing, vendor surveillance, and quality management systems.
- Ability to review and interpret engineering drawings, specifications, codes, standards, and quality documentation.
- Strong understanding of welding, NDT, coatings, pressure equipment, piping systems, civil and structural quality requirements.
- Proficiency in quality reporting systems and project management tools.Project EnvironmentExperience in major Petrochemical Complexes, Refinery Projects, Polypropylene (PP), Polyethylene (PE), Aromatics, Ethylene, LNG, or similar process facilities is highly preferred.Previous PMC experience on mega-projects is considered a significant advantage.
