Job Title:                    Plumbing Inspector

 

The following job description is not intended to be all-inclusive. Instead, it is intended to delineate areas of responsibility and expectations.

 

Summary:  Performs technical inspection work in enforcing municipality codes and ordinances regulating building construction, alterations, and repairs. Responsible for plan inspections to ensure plumbing code compliance.  The position relies on experience and exercises considerable independent judgment based on subject-matter expertise in the area of specialization and the application of advanced concepts, techniques, and knowledge of processes.

 

Essential Duties and Responsibilities include the following. Other duties may be assigned.

 

  • Performs plumbing inspections for compliance with applicable nation, state, and local electrical codes.
  • Participates in meetings with contractors, developers, architects, and engineers before and during construction activity.
  • Responds to and resolves complaints pertaining to violations of applicable codes and ordinances; investigates refers from the Code Enforcement division.
  • Makes plumbing installed above and below the ground including, but not limited to, septic tanks and drainage fields, dry wells, soakage pits, grease interceptors, water piping and waste lines. Checks each project for defects, omissions and other departures from correct procedure. Gives suggestions and recommendations to contractor or owner.
  • Conducts inspections to ensure that work proceeds in accordance with approved blueprints.
  • Investigates complaints of defective plumbing installations which are reported as fire and other hazards. Notifies responsible person of defects and issues verbal or written instructions for corrections. Conducts re-inspections.  Reports violations and occasionally represents the City at court hearings.
  • Consults with contractors or other interested parties and explains or interprets plumbing standards in code.
  • Performs other related duties and tasks as necessary or as assigned.

Qualifications - To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Considerable knowledge of the methods, materials, and techniques involved in building construction, repair and alteration. Considerable knowledge of possible structural and building defects and flaws in building construction and of effective corrective measures. Knowledge of the Florida Building Code and all other applicable codes, standards and regulations pertaining to building construction and related activities. Ability to detect and locate defective workmanship and material and to ascertain the state of construction when defects are most easily found and remedied. Ability to make decisions recognizing established precedents and practices, and to use resourcefulness and tact in meeting new problems. Ability to establish and maintain effective working relationships with subordinates and other employees, building owners, contractors, architects, engineers and the general public.  Ability to understand and work from plans, drawings and diagrams; prepare complete and accurate records.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

 

 

Education and/or Experience

 

  • High school diploma or equivalent and considerable experience in one or more of the building construction trades. Minimum five years construction experience in a supervisory capacity or an equivalent combination of education and experience.
  • Knowledge of the Florida Building Code and other regulations pertaining to construction and development.
  • Knowledge of design, engineering, materials and methods related to residential and commercial construction.
  • Demonstrate excellent verbal and written interpersonal communication skills.
  • Ability to understand and interpret codes and evaluate project proposals and projects under construction to verify conformance with code requirements.
  • Ability to work in a fast paced environment.
  • Ability to make appropriate, sometimes unpopular decisions.
  • Ability to communicate technical information in a non-technical manner.
  • Ability to respond diplomatically to angry citizens or clients.
  • Ability to coordinate activities with other departments.
  • Knowledge of computer software applications.

 

 

License and Certification

 

  • Certified Plumbing Inspector by the State of Florida Department of Business and Professional Regulation.
  • At least five years of field experience as a Certified Journeyman Electrician or Master Electrician issued by the Miami-Dade or Broward County Construction Trades Qualifying Board; OR
  • At least five years of field experience as a state certified Electrical Contractor issued by the Electrical Contractors' Licensing Board; OR
  • A current license issued by the State of Florida as an Engineer may substitute for three of the required five years of construction experience; AND
  • Must be certified or certifiable by the Miami Dade and or the Broward County Board of Rules and Appeals (BORA).

 

Physical Demands

 

Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of telephone and personal contact as normally defined by the ability to see, read, talk, sit, stand, hear, hands to fingers dexterity, handle, feel or operate objects, read and write English. Physical capability to effectively use and operate various items of office equipment; such as but not limited to a personal computer, calculator, copies and fax machines.  Work is predominately outdoors and involves inspection of various land use developments, construction sites. Must be able to lift, carry and or push articles weighing up to 25 lbs. Must be able to wear hard hat/helmet, safety glasses, safety shoes and gloves. Exposure to extreme temperatures, electrical hazards, noise, heights and dust are common. Must have the physical ability to enter into and inspect hazardous locations, climb stairs, reach above and below shoulders, walk and bend.
