Commissioning Agent

The Commissioning Agent will be responsible for commissioning, retro-commissioning, and/or monitoring-based commissioning of projects.  Work will also include facilities condition assessments, construction administration, plan review, and plan check.

Commissioning Agent skills require an ability to work on projects from concept stage through construction.  Commissioning Agent skills require an ability to interface directly with clients, contractors, and facility operations personnel.  Commissioning Agent shall be able to fully communicate and address client’s problems/questions/comments in a clear, professional manner.

The Commissioning Agent will act as the commissioning agent to complete the commissioning scope of services.

The objective of commissioning is to provide documented confirmation that a facility fulfills the functional and performance requirements of the owner, designer, occupants, and operators.  To reach this goal, it is necessary for the Commissioning Agent to establish and document the criteria for system function, performance, and maintainability; as well as to verify and document compliance with these criteria.

On a commissioning assignment, the Commissioning Agent shall conduct the following tasks (as applicable):

  • Act as the commissioning authority.
  • Review the design to become familiar with the design criteria and expected performance.
  • Provide design review comments as they affect the commissioning process.
  • Develop a commissioning plan.
  • Conduct commissioning meetings.
  • Review submittals during construction as they affect the commissioning process.
  • Verify installation and functional performance of the following:
    • HVAC systems
    • Building automation systems
    • Lighting control systems
    • Plumbing domestic hot water systems
    • Other system as required
  • Oversee the functional testing and complete the functional testing forms.
  • Complete a commissioning report.
  • Oversee Contractor-provided operator training and review training materials.
  • Complete warranty phase commissioning follow-up
