Manager of Plan Review - Plano, TX

Reports to: Business Unit Head of the TX State.

 

Position Summary and Objectives

  • The Manager of Plan Review reports to the Director of Operations – Central Region, based in the Plano, TX office.  The Manager of Plan Review will have responsibilities for leading a multi-disciplined team and managing the day-to-day operational performance of the permitting and plan review team, and will have a close working relationship with the inspection team. 

Major Responsibilities

  • Manage, plan, and direct the plan review operation; supervise workflow of assigned staff; evaluate work products, methods, and procedures;
  • Recruit and hire staff to support the workload;
  • Ensure plan reviews and permit services are processed timely and in accordance with established procedures;
  • Coordinate plan review and permit activities with other departments, divisions, and outside agencies to resolve issues and enhance customer service;
  • Conduct meetings with project stakeholders, property owners, developers, and designers to explain codes, policies, and procedures and to mediate/resolve conflicts and respond to questions concerning plan and permit submittals;
  • Provide project management for all large, complex projects during plan review process; monitor and track the progress of projects;
  • Analyze and make recommendations to policies, methods, and procedures to improve efficiency and effectiveness of plan review and permit operations;
  • Ensure uniform application and implementation of ordinances, codes, standards, and regulations through plan review and permitting activities;
  • Respond to inquiries and concerns from engineers, architects, contractors, staff, and the general public regarding permit and plan review issues;
  • Interpret codes, standards, laws, and regulations; resolves building code issues during plan review and in the field;
  • Conduct research and analysis of complex technical issues; evaluate alternatives and provide recommendations;
  • Monitor performance measures and prepare related reports;
  • Participate in the administration of building permit system, records management, and technology improvements to enhance operations and customer service;
  • Stay current with new development or changes in codes, standards, materials, and technology; and
  • Perform other duties as assigned.

Education and Experience

  • Education and experience equivalent to a Bachelor's Degree in Architecture, Construction Management, Engineering, or a related field;
  • Five (5) years of increasingly responsible experience in building plan review; and
  • Two (2) years of which shall have been in a supervisory capacity in a municipal building department/division.

Additional Requirements include:

  • Certification as a Plans Examiner by the International Code Council (ICC) is required (multi-disciplined preferred)
  • Excellent customer service/ problem-solving skills
