  1. Responsibilities / Authorities / Accountabilities

Primary Functions

  • Supports project management is achieving HSE goals as set for the project
  • Monthly OSH Inspections, Report, and audit schedule – Tracking register, schedule meetings.
  • OSH compliance audit on construction site.
  • Evaluate the implementation of OSH Management System periodically to ensure compliance with ISO 45001 and UAE legal requirements.

Technical Expertise

  • Participate in all OSH Proactive Monitoring Program e.g., OSH management walk, office and site inspection, site meetings, authority visit, internal and external audits, monitoring the OSH objectives and targets etc. and generate all the required OSH reports.
  • Review and analyse the OSH trend analysis of unsafe acts and unsafe conditions as well as for all OSH incidents and determine whether the existing arrangements are adequate or additional control measures are necessary to be established and implemented. 
  • Conduct regular OSH compliance audits on all involved parties to ensure effective implementation of legal requirements, ALDAR OSH Management System and full compliance with ALDAR OSHMS Elements and related appendixes.
  • Review and Produce OSH documents e.g., emergency evacuation and rescue plans, OSH plan, OSH prequalification etc. this includes participating in collecting and preparing any OSH reports
  • Maintain and update the OSH tracking register for the following: Project specific approved OSH Plan and relevant procedures, Inspection and close out reports, Audit and close out reports, ALDAR OSH Management Walk and close out reports, Serious OSH incidents and non-serious OSH incidents along with evidence of incident notification for authority, OSH Enforcement Notices and close outs, OSH Risk Register, OSH Legal Register, etc. 
  • Follow up with PMC, Consultants and Principal Contractor to effectively close out any outstanding issues and ensure the submission of the monthly OSH statistics reports as per the approved calendar and review the report in line with ALDAR OSHMS requirements & gather and verify all required OSH data and evidence (as deemed necessary) for all the reports prior to obtaining an approval.   
  • Attend periodic OSH meetings on each project to debate the site wide issues as per ALDAR OSHMS.
  • Give effective support through daily site visits to cover all the projects in order to monitor the contractor compliance with OSH regulations and mandatory requirements.  
  • Report all major non-compliance infractions (including feedbacks pertinent to the level of performance by the PMC, Consultant and Contractor team) to the Line Manager and project delivery team and set up appropriate action plan for close out within the agreed time frame with close follow-up (this includes follow-up visits to site for verifying the level of compliance). 
  • Plan and coordinate across all ALDAR projects for organizing OSH campaign programs and engage and liaise with authorities where required for participation.
  • Tracking all new OSH legal requirements, changes/updates and advise all involved parties for full compliance. 
  • Tracking all OSH documents/records belonging to all the projects on existing ALDAR QHSE platform to ensure all projects are in full compliance for continual improvement or any other ALDAR system. 
  • Maintain high degree of decorum during performing the day-to-day activities and lead by example to enhance the OSH standards.

  • Report immediately any newly identified hazard and participate in devising suitable operational control to eliminate/minimize the pertinent risk.
