Main goal: Implement and maintain Bureau Veritas Group/ CIF/ Regional Management Systems and manage the technical integrity and quality performance frameworks within the country

ACCOUNTABILITIES

  • Country TIQ performance
  • No License to Operate (LTO) loss or suspension
  • Compliance to Accreditation or Third-Party obligations
  • Reporting, alert and escalation as relevant and required
  • Communication and dissemination of TIQ matters across the country

RESPONSIBILITIES

 

 

Technical Integrity and Quality Performance

  • Develop, maintain and monitor the technical integrity and quality performance frameworks for [perimeter] services and ensure a suitable performance level
  • Report and analyse quality KPIs & statistics at country level

 

Technical Management:

  • Mapping of competencies and qualifications of production personnel (inspectors/ auditors)
  • Monitor the supervision and training of personnel (inspectors/ auditors)
  • Liaison with relevant technical team for the maintenance of technical documentations required for the performance of production activities
  • Management of Technical documentation libraries
  • Monitor issued certificates withdrawn or approvals refused
  • Participate/manage appeal committee (as relevant)
  • Monitor the evolution of the regulations, or statutory framework
  • Ensure the mandatory participation to relevant (technical) committees and working groups as per LTOs obligations

 

 

 

Risk Management

  • Manage independence, conflict of interest and impartiality matters
  • Maintain risk matrix
  • Assure technical risk mitigation in operation by:
    • monitoring of risk assessment process (Risk Management Handbook)
    • monitoring all organizational changes on positions involved to Regional Manager and notify them to [perimeter] Regional TIQ
    • monitor Delegation of Authority (i.e Power of Authority) and records applicable within the country
  • Manage the Engagement Committee process within the country
  • Maintain and update the LTOs database for [perimeter] and other databases managed by TIQ

 

 

Quality Management

  • Manage all Licenses to Operate used within the country
  • Ensure the abidance to the terms of the internal agreements pertaining to LTO
  • Manage the yearly *management review processes within the country
  • Manage the TIQ libraries and ensure their access as relevant
  • Design, manage & implement the country management system in relation to regional and group policies
  • Set, implement, & manage the internal surveillance programs (planning, scheduling, performance and findings process management) for the country and other locations as relevant to a License to Operate and to the global internal surveillance audit programs (Global TIQ and QHSSE)
  • Ensure the overall quality of the responses to non-conformities raised from accreditation bodies and their timely treatment,
  • Ensure implementation of corrective and remedial actions as relevant to the country
  • Ensure the readiness of the country and manage the external surveillance conducted by Accreditation Bodies or Third Parties to achieve positive results and ensure their maintenance
  • Ensure the implementation of supervision, monitoring program for qualified personnel

 

 

 

General

  • Use TIQ Veto rights in case a LTO is at risk
  • Be local ambassador for TIQ matters and TIQ culture enhancement
  • Disseminate technical procedures and Guides, reporting templates and training material
  • Interact with Authorities or Accreditation Bodies
  • Cooperate with sales and marketing department on customers satisfaction feedback
  • Promote knowledge sharing and TIQ compliance
  • Conduct internal (surveillance) audits
  • Support the country for the queries related to TIQ

 

*: the management review process for Group certification (ISO 90001, 14000, 45001) is handled through Group QHSSE network. TIQ to support as required mostly for LTOs and global services.

EXPERTISE, SKILLS & EXPERIENCE

  • Technical University degree + *3 years’ experience in either laboratories, inspection or certification business, or
  • Technical High School degree + *5 years’ experience in laboratories, inspection or certification business

 

  • Practical experience with quality systems, knowledge of relevant legislation 
  • Knowledge of technical international standards (such as the ISO 17XXX series)

 

  • Fluent speaking and written English
  • Advanced Office 365 skills
  • Presentation and communication skills
  • Have an efficient and proactive interaction with Authorities or Accreditation Bodies, country management, other teams within the country and with Global or Group support function

 

*: the number of years shall include at least one year’s experience in TIC market and be commensurate to the size of the country, the number of LTOs, business units or entities, and total number of staff. Those indicated here are minimum values
