10+ years of experience in oil and gas industrial

Higher technical education or equivalent
Having technical certificates is an advantage

The IND Technical Manager must know:

• methods and standards of the design approach and the basis of time management;
• legislative, regulatory and other acts, norms and standards  on  project management;
• instruments  and methods of project management methodology for project documents;
• rules of negotiation and coordination of work with customers, suppliers, documents the relationship between the work, the principles of goal setting and coordination teams and project participants
• methods of monitoring of  the implementation of project tasks, rules on reporting project, the principles of the use of information systems, project management;
• Experience with P&L and budgeting;
  Strong leadership and communication skills;
  Languages: English (fluent), Kazakh (fluent), Russian (fluent)
  

Job description

Oversee the technical execution of all Industrial and Facilities Division projects, ensuring they meet contractual requirements, local regulations, and Bureau Veritas' quality and safety standards;
Provide technical guidance and support to project teams and serve as the primary technical contact for clients;;
Review and approve project plans, design documents, and technical specifications to verify compliance;
Identify and implement process improvements to enhance efficiency, productivity, and service delivery;
Establish effective collaboration with other department heads to ensure comprehensive integration of industry services with additional company offerings.;
Stay up-to-date with the latest industry trends, technologies and regulations related to the industry;;
Represent Bureau Veritas in meetings with clients, industry associations, and regulatory bodies;
Mentor and develop the technical skills of the team;
Responsible for overseeing all technical aspects of Bureau Veritas' projects and services for the Industrial Services division in Kazakhstan. This includes providing technical support to the Industrial Services Sales Department specialists in preparing commercial proposals.
Responsible for developing and implementing a company’s technical strategy. Shall Writes / executes inspection protocols
Responsible for establishing and maintaining technical standards and policies, developing and implementing technical solutions, and monitoring and evaluating technical documentation..
Performs technical control of project reporting documentation. Checks the completeness and accuracy of technical reports for compliance with the technical specifications, contract terms, and established standards and regulations..
Oversees the activities of technical supervision and monthly reporting of the State Architectural and Construction Inspectorate, and ensures timely submission of reports in accordance with the established requirements of the legislation of the Republic of Kazakhstan..
Collaborates with the Industrial Services Operations Manager and Industrial Services Sales and Development Specialists to provide the necessary technical support.. 
Monitor the department QMS documentation and its compilation process and verify its compliance with QMS standards.
Participate in internal and external audits and ensure that the department technical documentation and its process is in compliance to the requirements. 
Shall involve on all Non-Conformance Management process related activities. Provide technical inputs to clear outstanding Non Conformance items and maintain the logs.
Oversees the technical qualification process for Industrial Services specialists within the project through the Siebel system and ensures timely data updates in collaboration with the Industrial Services Manager..
Shall communicate with Company other branch offices and with Client / Customer management on technical clarifications and prepare necessary technical documentations supporting the project.
Independently evaluate client and/or investor requests to determine the steps necessary to address such request through completion
Whenever required, the IND technical Manager shall initiate and participate in the discussions with project technical tam and management ensuring to resolve the outstanding items.
Develops and updates technical procedures in the department for various stages of project implementation.
Industrial Services Technical Manager shall prepare and develop Project QMS document Management including Quality Plan, Quality manual, Project Execution Plan, Quality Control procedures, etc. 
Collaborate with team members to achieve company, business unit and team goals. Technical Manager shall support the company in preparing the technical documentation during sales & development process and during the operation.
Industrial Services Technical Managershall drive continuous improvement initiatives to enhance technical operations, reduce downtime, and improve operational efficiency. Proactively identify areas for improvement and implement plans to achieve and realize those improvements
