Position Purpose

Lead the development, implementation and monitoring of the Structural QA/QC Management System, Manage the full-time on-site QA/QC oversight of structural works for the project and stakeholders’ management. The role provides independent quality governance on behalf of Bureau Veritas, manages the on-site QA/QC team, ensures consistent application of approved procedures, inspection and testing requirements, records, reporting and corrective-action processes across all structural activities.

Qualifications and Experience

• Bachelor’s degree in Civil Engineering, or a related structural/construction discipline.
• ISO 9001 Lead Auditor qualification and/or formal Quality Management System training.
• Minimum 15 years of relevant construction/engineering experience, including at least 10 years in QA/QC and 5 years in a lead role.
• Proven experience establishing, implementing and monitoring project-wide QMS arrangements on major high-rise (30 floors and more) or multi-package developments.
• Strong experience with ITPs, audits, NCR management, handover and contractor/supplier quality control.
• Experience in managing quality interfaces between clients, consultants, contractors, subcontractors, suppliers, and testing laboratories.
• Previous experience in Iraq or the wider Middle East is preferred.
• Strong knowledge of reinforced concrete, structural steel, waterproofing, façade systems, and construction quality assurance practices.

Key Responsibilities

• Develop, implement and maintain the Project’s Structural QA/QC Quality Management System and Project Structural Quality Plan in line with ISO 9001 principles, contract requirements and project specifications.
• Prepare and control quality procedures, forms, registers, reporting templates and quality dashboards.
• Coordinate the preparation and review of structural Inspections and Test Plans, checklists, acceptance criteria and hold/witness points.
• Establish clear project objectives, milestones, and deliverables for the QA/QC scope.
• Coordinate with the Client and stakeholders on quality matters and project requirements.
• Establish and monitor processes for technical submittals, material approvals, Work Inspection Requests, Material Inspection Requests, method statements and testing records.
• Manage non-conformities, root-cause analysis, corrective actions, concessions, reinspection and closure; report trends and recurring issues.
• Plan and lead quality audits of contractors, subcontractors, suppliers, laboratories and consultants, and verify closure of findings.
• Review of contractor, consultant and subcontractor quality plans, staffing arrangements and competency of personnel.
• Establish quality KPIs and review weekly/monthly reports covering inspections, NCRs, testing, audits, submittals, risks and handover readiness.
• Facilitate formal project close-out and acceptance of deliverables.
• Supervise and coordinate the Senior Civil QA/QC Engineer, Civil QA/QC Engineers, and Document Controller, and manage allocation of resources across the project.
