Bureau Veritas Romania’s HSE department within the Building & Infrastructure Business Unit is essential in safeguarding the personnel, assets, and the environment, while ensuring the efficient and safe completion of construction activities on various project sites. Its activities include risk management, compliance, emergency response, and continuous improvement to create a safe and sustainable working environment.
Role
Bureau Veritas Romania is currently seeking a dedicated HSE Officer to join the HSE team in Romania. The successful candidate will play a key role in ensuring that all health, safety, and environmental regulations and best practices are adhered to on local project sites.
Focus
Installation of onshore wind turbines
Mechanical assembly | Electrical assembly | Commissioning | Lifting operations
Responsibilities
Responsibilities shall include, but shall not be limited to:
- Develop and implement the HSE strategy for onshore wind turbines installation sites
- Oversee HSE risk assessments, hazard identification, and mitigation strategies during all phases of the wind turbines installation process
- Ensure alignment with international, local, and company-specific HSE regulations and standards
- Review and update risk assessments, safety plans, and emergency response procedures
- Monitor, evaluate, and audit related site activities to ensure compliance with HSE policies and regulatory requirements
- Conduct safety audits, inspections, and reviews of all site activities, ensuring all corrective actions are taken
- Ensure compliance with required training programs for subcontractors’ personnel
- Ensure that all personnel are fit to carry out the work and hold a medical/health check according to local legislation and requirements
- Ensure that all personnel hold the appropriate work permit(s) for their jobs
- Ensure that all personnel are equipped with appropriate Personal Protective Equipment and safety tools
- Ensure that all personnel are adequately trained in safety protocols, emergency procedures, and HSE best practices
- Coordinate and assess the performance of subcontractors’ own HSE personnel
- Promote a safety culture and ensure continuous improvement in HSE performance
- Conduct investigations into accidents, incidents, and near-misses
- Identify root causes and implement corrective and preventive actions
- Prepare and submit HSE reports, incident logs, and compliance documentation in accordance with regulatory requirements and company procedures
- Manage and mitigate HSE risks associated with onshore wind turbines installation
- Monitor and report on environmental impacts, ensuring that the project adheres to environmental protection laws
- Participate in project meetings and provide input and guidance regarding HSE aspects
- Provide expert advice for project management on all HSE-related matters
- Promote a culture of continuous improvement in HSE performance, conducting regular audits, reviews, and assessments to identify areas for improvement
- Encourage and recognize safe acts, act when unsafe acts are being practiced
- Liaise with regulatory authorities, project stakeholders, contractors, and local authorities to ensure HSE compliance and address any concerns
- Participate in industry events and training to stay updated with the latest HSE trends, technology, and regulatory changes in onshore wind energy
Qualifications
- Educated in Engineering or other technical discipline
- Recognized qualification in HSE
- HSE auditing ISO 45001 and ISO 14001 (helpful to have)
- GWO BST (helpful to have)
- Clean driver’s license
Experience
- Minimum 3 years of experience in HSE management and/or coordination, preferably in wind energy, or similar energy-related industries
- Experience with large projects and management of subcontractors
Skills and Competencies
- Familiarity with HSE software tools and systems for reporting and risk management
- Ability to prepare checklists, reports, and presentations for both internal and external stakeholders
- Ability to build and maintain good working relationships with both internal and external stakeholders
- Ability to deliver tasks under tight deadlines
- Ability to travel and work on project sites

Position Location
Full-time on site during the project’s timeline. Additionally, in the Bucharest Office or hybrid.
