Environmental & Social Expert

Job Description:

We are looking for a qualified Environmental and Social Expert to support the Environmental and Social risk management activities for a railway infrastructure project. The expert will assist the Project Implementation Unit (PIU) in implementing environmental and social plans, monitoring compliance, and reporting in line with international lenders’ requirements.

Key Responsibilities:

Provide project management support to the PIU related to environmental and social aspects.

Support the implementation of the following project frameworks and plans:

Resettlement Action Plan (RAP)

Environmental and Social Action Plan (ESAP)

Environmental and Social Management Plan (ESMP)

Stakeholder Engagement Plan (SEP)

Review contractors’ environmental management plans, health and safety plans, and labour management arrangements before site mobilisation.

Ensure compliance with the lenders’ Environmental and Social policies and requirements.

Support the preparation and submission of Annual Environmental and Social Reports.

Monitor Environmental, Social, Health and Safety (ESHS) performance of the project.

Assist in reviewing and updating ESIA/ESMP documents.

Support the implementation of Labour Management Plan (LMP), Occupational Health and Safety (OHS) Plan, and grievance mechanisms.

Report any incidents or accidents related to the project and support preparation of investigation reports if required.

Deliverables:

Quarterly Progress Reports.

Monitoring reports on Environmental, Social, Health and Safety (ESHS) performance.

RAP implementation and updated reports.

Project Labour Management Plan (LMP).

Occupational Health and Safety Plan (OHS).

Updated ESIA / ESMP documentation.

Incident and accident reports (if required).

Required Qualifications:

University degree in Environmental Engineering, Environmental Science, Social Development, or a related field.

Minimum 10 years of professional experience in environmental and social due diligence, ESIA studies, and ESAP implementation in international construction projects.

Experience with environmental and social requirements under international financial institutions or development banks.

Good knowledge of local environmental regulations, preferably in the transport or infrastructure sector.
