Position:

HSE Engineer (Senior/ Junior)

Responsible for site HSE oversight, inspections, reporting, contractor monitoring and support for safe execution of construction activities.

Specialty:

Health and Safety Officer for construction projects, providing 24/7 H&S oversight, site inspections, reporting and safety support.

Education:

Diploma or degree in Occupational Health and Safety, Engineering, Construction, or a related discipline is preferred. 

Required Training:

• NEBOSH IGC or equivalent H&S certification. 
• UAE H&S induction and construction-safety training. 
• Scaffolding inspection and safety awareness. 
• Risk assessment and method statement training. 
• Permit-to-work and incident-reporting training. 
• First aid, fire safety and emergency-response training. 
• Additional site-specific nuclear-facility training and authorization, where required. 

Technical Knowledge:

• UAE construction H&S requirements and site safety practices. 
• Scaffolding safety, inspection, tagging and access control. 
• Risk assessments, method statements and permit-to-work systems. 
• Working at height, lifting, excavation, confined-space and hot-work controls. 
• Emergency response, incident investigation and near-miss reporting. 
• H&S inspections, audits, toolbox talks and safety reporting. 
• Microsoft Office and electronic H&S reporting systems. 
• Basic understanding of nuclear-site safety requirements and the applicable ENEC/Nawah procedures, following site authorization and training. 

Experience:

• Minimum 5 years of H&S experience in the UAE construction industry. 
• Demonstrable experience in site inspections, contractor monitoring, incident reporting and safety supervision. 
• Practical experience with scaffolding safety and construction high-risk activities. 
• Experience working on large-scale or highly controlled construction projects is preferred. 
• Experience providing shift-based or continuous site H&S coverage is preferred. 

Primary Responsibilities:

• Provide continuous 24/7 H&S oversight for the assigned construction projects. 
• Deploy five H&S personnel to cover the required shifts for one year. 
• Conduct site inspections, safety observations and compliance checks. 
• Monitor contractor activities and verify compliance with approved H&S requirements. 
• Review risk assessments, method statements and permit-to-work documentation. 
• Inspect scaffolding and verify that it is safe, tagged and suitable for use. 
• Deliver toolbox talks and support safety awareness activities. 
• Report unsafe acts, unsafe conditions, incidents and near misses. 
• Support incident investigations and corrective-action close-out. 
• Prepare and submit daily, weekly and monthly H&S reports. 
• Escalate serious or repeated safety violations to the project management team. 
• Stop or recommend suspension of unsafe work within the approved authority. 

Technical Expertise:

• Strong knowledge of construction H&S practices and UAE site requirements. 
• Good practical knowledge of scaffolding, work-at-height and access safety. 
• Competence in H&S inspections, risk assessments and method statement reviews. 
• Knowledge of lifting, excavation, confined-space, hot-work and temporary-works controls. 
• Ability to identify hazards and recommend effective corrective measures. 
• Ability to prepare clear and accurate H&S reports. 
• Understanding of project-specific ENEC/Nawah H&S procedures following required training and authorization.
