Job Purpose:

  • The Job incumbent is responsible of implementation of the Group HSSE system within all MCA entities by coordinating with the different countries within MCA , by directing them for the adequate implementation of the Health, Safety, Security and Environment (HSSE) system, developing needed common HSSE procedures within the region and follow up of the HSSE KPIs of the MCA entities, coordinating with the OG HSSE management and delivering the required monthly HSSE reports to MCA management and to Head Office HSSE team.  

  • The position performs in line with the Bureau Veritas Quality, Health, Safety, Security and Environment QHSSE System, including the BV Code of Ethics and the BV Group Policy(ies)

  • The role is highly contributed to the CSR policies and monitor the HSE KPI’s to achieve the ambition in that matter.

 

Minimum Required Qualifications

Education: 

  • Engineer with Master Degree in Safety/Environment/Petroleum/Electrical/Mechanical or Civil

  • Management degree will be an added advantage but not mandatory

Training

  • ISO 14001, ISO 18001, ISO 45000, ISO 9001, OHSAS 18000 etc.

  • CPR / AED / First-Aid Certificate/HAZOP, HAZID

  • Certified Diploma in Risk Assessment and Management

Skills

  • Should be a ‘Go to Market’ attitude personnel with ability to connect people, client contacts at higher level.

  • Excellent interpersonal skills

  • Should have good leadership abilities and skills.

  • Capability in creating Policies and deploying best practices.

  • Good communication and presentation skills.

  • Ability to conduct changes, and to build efficient team

Experience

  • 12 years ‘experience in industry (Oil and Gas preferably) of which at least 5 years shall be in the HSSE management or consultancy.

  • Experience in tailoring and implementing HSSE management systems for a large organization preferably at the corporate level.

 

Major Responsibilities:

Network Coordination & animation

  • Lead and animate the HSSE network in the CIF MCA Region

  • Participate in the recruitment, training and assessment of HSSE resources.

  • Coordinate BV  HSSE  tasks (Management System, Audit & reports)

Design and maintain the integrated HSSE Management Systems

  • Follow-up and report HSSE KPI’s to management

  • Identification of HSSE risks and opportunities at regional level and provide adequate mitigation actions and follow up of implementation.

  • Support MCA entities in maintenance of compliance of the HSSE system, in root cause analysis related to accidents, and in finding preventive and corrective actions to local risks and local non- conformities.

  • Lead and coordinate with the Regional TQR management for scheduling, implementation and follow up of internal and external audit programs.

Prevention Management

  • Introduction of incident risk management tools & techniques

  • Increase awareness of costs and risks of poor performance and non-compliance

  • Periodic monitoring/verification of the application of safety procedures by the MER entities.

  • Develop HSSE training module where necessary.

Maintain and improve HSSE performance.

  • Implement, develop, and maintain the Group QHSSE Policy (Corporate/Division/Zone)

  • Advise the group/division/OG senior management team for compliance to respective HSSE requirements and KPIs through active coordination with the MCA entities, through the required periodic reporting and through close coordination with the Corporate HSSE management team.

  • Identify and disseminate the Group and OG HSSE procedures, priorities, objectives, and instructions within the Region.

  • Identify best HSSE practices within the Region.

  • Complete analysis (complaints, incidents/accident) and propose corrective actions with management.
