We are seeking an HV Design Engineer – Technical Advisory & Design Support within the Technical Centre for Power & Utilities [TCPU] to support high-voltage substations, overhead transmission lines [OHTL], and grid interconnection scopes across renewable and conventional power projects in the Middle East, Caspian countries, and Africa. The role contributes to Owner’s Engineer [OE], Independent Engineer ([E], and Technical Advisory services, ensuring compliance with international standards, utility requirements, local custom, and best engineering practices. The ideal candidate shall possess strong expertise in HV substations and transmission systems, grid-related requirements, and high-quality technical reporting skills.

 

Roles & Responsibilities

Technical Advisory & Project Delivery

Act as Lead Consultant / Task Manager for:

Lenders’ Technical Advisory [LTA] & Owner Engineer [OE & PMC]

Represent Technical Centre For Power & Utilities [TCPU] for HV Substation and OHTL scopes across assigned projects.

Review and interpret project technical requirements from a HV electrical perspective under OE / PMC / IE roles.

Review and verify compliance of HV equipment technical specifications against owner requirements and applicable IEC, IEEE, etc., and utility standards.

Review vendor engineering document packages for HV substations and transmission systems, including but not limited to:

  • GIS / AIS switchgear
  • Power transformers and OLTC
  • MV switchgear
  • CTs, VTs, Sizing for protection & Instrumentation & control systems
  • Grounding and lightning protection systems
  • OHTL design and accessories [OHTL design, conductors, insulators, towers, foundations, and accessories]
  • Low Voltage AC & DC Systems.
  • SCADA, I&C, SCMS/OSAS Systems.
  • Substation Telecom & protection Systems Review and coordinate substation telecom and communication systems to ensure full compatibility with HV protection, control, and SCADA schemes, including:
  • SDH / MPLS / OTN communication networks
  • Fiber optic systems (OPGW, ADSS, UG FO, FDH, ODF)
  • Tele-protection interfaces and relay communication paths
  • IEC 61850 station bus, process bus, GOOSE and Sampled Values
  • SCADA, RTU, gateways, and NCC/utility interfaces
  • Time synchronization systems (GPS, IRIG-B, IEEE 1588 / PTP)
  • Review integrated protection–communication architectures and ensure redundancy, availability, and utility acceptance

Engineering Review, Testing & Commissioning

Consolidate technical comments and recommendations into Comment Resolution Sheets [CRS] in accordance with company QA/QC procedures.

Review FAT, SAT, testing procedures, and commissioning results for HV, protection, SCADA, and telecom-related systems.

Participate in site visits, inspections, energization readiness reviews, and commissioning activities as required.

Advisory, Reporting & Proposals

Prepare high-quality technical reports, advisory notes, and assessment deliverables for OE / IE / LTA assignments.

Support tendering and proposal teams in preparing technical proposals for Power & Utilities projects, including substations, transmission lines, renewable energy plants, and grid interconnections.

 Analyze RFQs/RFPs and help define technical scope, deliverables, risks, and methodologies.

Support the Engineering Manager and senior specialists in cross-project technical activities as required.

 

Qualifications

  • Bachelor’s degree in electrical engineering / Power Systems Engineering.
  • Minimum 4–8 years of proven experience in HV substation and OHTL engineering, design review, or engineering consultancy roles.
  • Strong understanding of HV protection schemes, grid interconnections, and utility requirements, including telecom dependencies.
  • Solid knowledge of substation communication systems and IEC 61850 concepts.
  • High familiarity with international standards (IEC, IEEE, EN, NFPA) and regional grid codes in the GCC and MENA region.
