Role Purpose Statement: Project Manager to lead and oversee Type Approval System technology projects while integrating AI solutions to optimize network performance, enhance customer experience, and drive operational efficiency. This role combines deep telecom industry knowledge with cutting-edge AI capabilities to deliver next-generation technology solutions. He/She performs the job within the framework of the BV Quality Assurance System, the Code of Ethics and the BV Group policies.

As a Project Manager – eGov Services, his/her responsibilities includes:

 

Key Responsibilities

 

Project Planning and Execution:

  • Develop comprehensive project plans, including scope, timelines, resources, and budgets
  • Lead cross-functional teams through all project phases, from initiation to closure
  • Ensure projects are delivered on time, within scope, and budget

Telecom Type Approval Expertise:

  • Demonstrate in-depth knowledge of telecommunication type approval processes and regulations
  • Stay current with evolving telecom standards and regulatory requirements across different markets
  • Collaborate with regulatory bodies and stakeholders to ensure compliance

AI Integration Management:

  • Oversee the integration of AI models into type approval systems
  • Coordinate with data scientists and AI specialists to align AI capabilities with project requirements
  • Ensure AI components meet regulatory and ethical standards in telecommunications

Stakeholder Management:

  • Act as the primary point of contact for internal and external stakeholders
  • Manage client expectations and maintain strong relationships
  • Facilitate effective communication between technical teams, management, and clients

Risk Management:

  • Identify potential risks and develop mitigation strategies
  • Monitor and report on project progress, issues, and risks to senior management

Quality Assurance:

  • Establish and maintain quality standards for all project deliverables
  • Oversee testing and validation processes for both traditional and AI-enhanced systems

Team Leadership:

  • Lead, motivate, and mentor project team members
  • Facilitate knowledge sharing and skill development within the team

Continuous Improvement:

  • Analyze project outcomes and implement lessons learned
  • Contribute to the development of best practices in managing telecom AI projects
  • Promote and develop business relationships with related authorities in the Middle East Region for business opportunities for GS Dubai.
  • Organize seminars / training when necessary.
  • Ensure compliance with international and local statutory, industrial and legal requirements and Group guidelines, including Ethics, Technical, Quality and Risk management

As part of HSE requirements, his/her responsibilities, authorities & accountabilities includes:

  • Comply at all times with all applicable legal requirements, BV Dubai HSE Policies/guidelines and procedures, client’s HSE procedures and code of practices, as applicable.
  • Maintain personal work areas tidy and hazard free and report any deviation/fault/hazard immediately to the location manager/line manager/supervisor.
  • Report immediately any newly identified hazard and participate in devising suitable operational control to eliminate/minimize the pertinent risk.
  • Report immediately any HSE incident and cooperate in investigation.
  • Reporting all incidents and taking action whenever they see an unsafe act or condition.
  • Authorized to stop work if condition, situation, environment…etc is not safe to perform the activity (immediately inform to reporting person (N+1) in the department for further guidance, if this authority is used).
  • Accountable to take care of your own health and safety and that of people who may be affected by what you do or do not do.
  • Accountable for co-operating with others on health and safety, and not interfere with, or misuse, anything provided for your health, safety or welfare.

 

 

 

 

 

KNOWLEDGE, SKILLS & EXPERIENCE

KEY COMPETENCIES

  • Bachelor’s or Master’s degree in Computer Science, Software Engineering, AI, or a related field.
  • Project Management certifications (e.g., PMP, PRINCE2, Agile Certified Practitioner).
  • AI-specific certifications (e.g., Certified AI Project Manager, PMI CPMAI, AI-Driven Project Manager Certification).
  • Proven experience managing large-scale IT projects, preferably in the telecommunications or regulatory sector
  • Strong understanding of agile methodologies and hybrid project management approaches
  • Experience with AI-driven systems, process automation, and integration of multiple technology platforms
  • Excellent communication skills to liaise with stakeholders at all levels, including government officials and technical teams
  • Knowledge of international telecom standards and regulatory compliance processes
  • Ability to manage complex requirements, including cybersecurity and data protection considerations
  • Track record of successful project delivery within strict timelines and budgets
  • Familiarity with change management and user adoption strategies
