Proposal Engineer - Power & Utilities

We are seeking For Renewables & Utilities PROPOSAL ENGINEER to work as a Proposal Engineer in the Technical Centre For Power & Utilities working on entire-scale projects in collaboration with Governmental Bodies, Developers, Utilities, Organizations in collaboration with the Contracting OƯices of Bureau Veritas in MCA Region, this role will focus on the Preparing Technical and Commercial Proposals/Bid Documents including pricing, Technical Submittals Preparation, Pre & Post Bid Clarifications, Negotiations, etc; whilst, it is an Owner-Engineer & PMC Based role and the scopes includes Renewables, Power, & Utilities Clients/Developers/ Projects, technical advisory services across Renewables, Power Generation, Transmission, Distribution, Water and Industry Sectors. The ideal candidate should possess strong technical expertise, renewables oriented, & quality domain, Strong-in-Depth Inspection Management Experience, Orchestration, Leadership, Coaching, Digital Platforms, and extensive document management skills.

Roles & Responsibilities

• Understanding and summarizing the technical RFP requirements.
• Full Proposal Management Skill-Set with relevant APMP, Relevant Engineering Certification / License or equivalent.
• Prepare technical and commercial proposals for Power & Utility projects including Solar PV Plants, Wind Farms, BESS, Power Plants, Transmission & Distribution, & Water Systems.
• Analyze RFQs/RFPs and define scope, deliverables, and methodology. 
• Develop WBS, deliverables list and technical methodology.
• Estimate staƯing requirements and human-days. 
• Prepare cost estimation and proposal budget.
• Coordinate with internal & external SMEs across disciplines. 
• Prepare full proposal packages including schedule, methodology and organization charts.
• Participate in clarification meetings with clients. 
• Awareness of international standards/Specifications [IEC, IEEE, ISO, ASME, NFPA, EN, etc. standards and Local codes in Arabian Peninsula Countries].
• Lead document control activities, ensuring eƯicient tracking, updating, and archiving proposal records documentation with good experience at DMS [Document Management Systems]. 

Qualifications

• Bachelor’s degree in electrical or mechanical, or power engineering. 
• Five to Eight [5 – 8] Years of proposal experience in Renewables & Utilities Projects such as Solar, Wind, BESS, Power Generation, Transmission, Distribution, & Water Systems.
• Proficient in English language skills, Arabic Language will be an advantage
• Highly Knowledgeable in International Codes, mainly: [IEC, IEEE, ISO, ASME, NFPA, EN, etc. standards and Local codes in Arabian Peninsula Countries].
• Sound Experience in tendering and proposal preparation.
• Knowledge of IEC, IEEE, ISO, ASME or similar standards.
