Position Summary

The Distribution Network Engineer will lead the detailed design and implementation support for approximately 542 km of medium-voltage and low-voltage distribution networks, subject to confirmation through final surveys and approved detailed design. The role will ensure that network routing, poles, conductors, protection, metering, technical-loss reduction, service connections, construction verification and commissioning are delivered safely, efficiently and in accordance with utility requirements, project specifications and applicable standards.

Key Responsibilities

  • Lead route reconnaissance, detailed route surveys, alignment selection and preparation of network route maps, profiles, staking schedules and construction drawings.
  • Prepare and review detailed MV/LV distribution network designs for approximately 542 km, subject to final design confirmation and approved field conditions.
  • Perform load assessments, demand forecasting, conductor sizing, transformer sizing, voltage-drop calculations, technical-loss studies, fault-level checks and network optimisation.
  • Develop pole spotting and structure schedules, including pole types, spans, foundations, stays, cross-arms, insulators, earthing and associated line hardware.
  • Design and specify MV/LV conductors, distribution transformers, switching and protection equipment, surge protection, earthing systems, metering arrangements and service connections.
  • Prepare bills of quantities, technical specifications, material schedules, design reports, drawings and cost estimates for procurement and construction.
  • Coordinate interfaces with substations, generation sources, mini-grids, existing utility systems and customer connection points.
  • Review contractor designs, shop drawings, method statements, material submittals, inspection and test plans, and construction work programmes.
  • Provide implementation support and supervise construction quality, including route verification, pole erection, conductor stringing, transformer installation, service connections, metering and safety compliance.
  • Verify completed works against approved designs, specifications, quantities, applicable standards and utility requirements; identify defects and follow up corrective actions.
  • Witness testing and commissioning of MV/LV lines, transformers, protection, earthing, metering and service connections, and support energisation readiness reviews.
  • Review as-built drawings, test results, commissioning records, asset registers, operation and maintenance documentation and handover dossiers.
  • Advise on network reliability, loss reduction, phase balancing, protection coordination, maintainability, resilience and future expansion requirements.
  • Prepare progress reports, technical memoranda, design review comments, inspection reports and completion recommendations for the Client and relevant stakeholders.
  • Support knowledge transfer and mentoring of utility, contractor and local engineering personnel.

Qualifications and Experience

  • Bachelor's degree in Electrical Engineering, Power Engineering or a closely related discipline; a Master's degree in Electrical Engineering or Power Engineering is preferred.
  • Minimum of 10 years of professional experience in MV/LV distribution network design, construction supervision and commissioning.
  • At least 7 years of relevant experience in rural electrification, mini-grids or utility distribution-network programmes.
  • Demonstrated experience on at least two assignments involving 100 km or more of MV/LV distribution networks, or equivalent multi-site rural electrification programmes of comparable scale and complexity.
  • Demonstrated experience in route surveys, line routing, pole spotting, conductor sizing, voltage-drop and technical-loss calculations, service connections, metering and commissioning.
  • Practical experience in distribution-network protection, earthing, transformers, switching equipment, construction quality assurance and energisation procedures.
  • Experience preparing or reviewing design reports, drawings, bills of quantities, technical specifications, material schedules and as-built documentation.
  • Experience coordinating with utilities, government agencies, EPC contractors, communities and other project stakeholders.
  • Experience in East Africa, Sub-Saharan Africa, remote rural locations or internationally financed infrastructure projects is an advantage.

Technical Competencies

  • MV/LV overhead and underground distribution-network planning and detailed design.
  • Route surveying, network mapping, pole spotting, structure selection and line profiling.
  • Load estimation, conductor and transformer sizing, voltage-drop analysis, technical-loss assessment, phase balancing and network optimisation.
  • Protection coordination, earthing, lightning and surge protection, switching and isolation arrangements.
  • Service-connection design, customer metering, connection schedules and last-mile electrification.
  • Construction supervision, material inspection, quality control, testing, commissioning and energisation readiness.
  • Proficiency in relevant engineering and drafting tools such as AutoCAD, GIS, ETAP, DIgSILENT PowerFactory, PLS-CADD or equivalent software.
  • Working knowledge of applicable IEC standards, utility distribution standards, electrical safety rules and good international engineering practice.
  • Technical reporting, design review, document control, stakeholder coordination and knowledge transfer.

Professional Credentials and Attributes

Professional Engineer, Chartered Engineer or equivalent registration is preferred. Membership in a recognised engineering institution is desirable. The successful candidate will demonstrate strong technical leadership, sound engineering judgement, attention to detail, field coordination capability, effective communication, professional integrity, commitment to safety and quality, and the ability to work effectively with multidisciplinary and local teams.
