Position Summary

The Grid Integration, Protection & Power Systems Engineer will lead power-system and grid-integration design for grid-connected generation, battery energy storage and hybrid power facilities. The Expert will be responsible for load-flow, short-circuit, protection, control, synchronization, stability, power-quality and grid-code compliance studies, including compliance with Eritrean Electricity Corporation interconnection requirements. The role will also support testing, commissioning and technical resolution of grid-interface issues.

Key Responsibilities

  • Lead power-system planning, modelling and grid-integration design for generation, battery energy storage, hybrid systems, substations and associated distribution networks.
  • Prepare, review and validate steady-state and dynamic network models using approved utility data, equipment parameters and operating scenarios.
  • Perform load-flow studies covering normal, contingency, peak, minimum-load, import, export, charging, discharging, islanded and hybrid operating conditions.
  • Undertake short-circuit and fault-level studies in accordance with applicable IEC standards, utility requirements and approved project design criteria.
  • Develop protection philosophies, protection single-line diagrams, relay-setting calculations, grading studies, coordination curves and protection-setting schedules.
  • Coordinate protection requirements for generators, inverters, BESS, transformers, busbars, feeders, distribution networks and points of interconnection.
  • Perform transient, voltage, frequency and small-signal stability assessments, as applicable, including system response to disturbances, faults, switching, generation loss and load changes.
  • Assess active and reactive power capability, voltage regulation, frequency response, ramp rates, fault-ride-through, anti-islanding, black-start and islanded-operation requirements.
  • Develop synchronization, synch-check, interlocking, transfer, islanding, resynchronization and operating-control philosophies.
  • Undertake harmonic, flicker, voltage-unbalance, rapid-voltage-change and other power-quality assessments and recommend mitigation measures.
  • Assess grounding, neutral treatment, earthing interfaces, insulation coordination and overvoltage protection requirements relevant to grid interconnection.
  • Review grid-code, utility and Eritrean Electricity Corporation interconnection requirements and prepare a structured compliance matrix with supporting evidence.
  • Define point-of-connection requirements, including metering, protection, control, communications, dispatch, monitoring, testing and operational responsibilities.
  • Prepare or review technical specifications, design criteria, calculation reports, models, drawings, bills of quantities and interface-control documents.
  • Review contractor, OEM and specialist studies, models, relay files, datasheets, equipment capabilities, software outputs and proposed mitigation measures.
  • Coordinate technical interfaces among generation systems, BESS, substations, SCADA/EMS, protection systems, metering, communications and the utility network.
  • Support technical discussions, submissions and approvals with the Client, Eritrean Electricity Corporation, system operators, regulators, contractors and equipment manufacturers.
  • Develop and review testing and commissioning procedures for protection, control, synchronization, power quality and grid-code compliance.
  • Witness factory and site acceptance tests, relay secondary-injection tests, end-to-end protection tests, synchronization tests, functional tests and grid-compliance demonstrations.
  • Support energisation, commissioning, trial operation and performance testing, including investigation and resolution of interface, stability, protection and power-quality issues.
  • Review disturbance records, sequence-of-events logs, relay event files, oscillography, alarms and operational data to identify root causes and corrective actions.
  • Verify final relay settings, approved network models, as-built drawings, test records, compliance evidence, operating procedures and handover documentation.
  • Provide capacity building and knowledge transfer to utility, Client and operations personnel on network studies, protection, grid compliance and operating requirements.
  • Prepare progress reports, study reports, design-review comments, interface registers, technical memoranda, test reports and commissioning recommendations.

Qualifications and Experience

  • Bachelor's degree in Electrical Engineering, Power Engineering or a closely related discipline; a Master's degree in Electrical Engineering or Power Engineering is preferred.
  • Minimum of 12 years of professional experience in power-system engineering, including design, studies, protection and grid interconnection.
  • At least 8 years of relevant experience in grid studies, protection engineering and utility interconnection.
  • Demonstrated experience on at least three grid-connected generation, battery energy storage or hybrid power projects, including at least one project rated 10 MW or more.
  • Strong experience in load-flow, short-circuit, protection coordination, stability, power quality, synchronization, islanded and hybrid operation, and utility/grid-code compliance.
  • Demonstrated experience developing and validating power-system models and assessing multiple operating scenarios and contingencies.
  • Experience preparing protection philosophies, relay calculations and settings, grading studies, synchronization schemes and commissioning procedures.
  • Practical experience supporting FAT, SAT, protection testing, energisation, grid-compliance testing, commissioning and troubleshooting.
  • Experience coordinating with utilities, system operators, regulators, OEMs, EPC contractors and multidisciplinary engineering teams.
  • Experience in East Africa, Sub-Saharan Africa, weak-grid environments, isolated systems or internationally financed infrastructure projects is an advantage.

Technical Competencies

  • Power-system modelling, load flow, contingency analysis, short-circuit calculations and fault-level assessment.
  • Protection philosophy, relay selection, settings calculations, grading, selectivity, sensitivity, backup protection and coordination.
  • Dynamic, transient, voltage, frequency and small-signal stability assessment, as applicable.
  • Grid integration of inverter-based resources, battery energy storage, conventional generation and hybrid power systems.
  • Synchronization, synch-check, anti-islanding, islanded operation, resynchronization, black-start and restoration philosophies.
  • Power-quality assessment covering harmonics, flicker, voltage unbalance, rapid voltage change and mitigation.
  • Grid-code and utility-interconnection compliance, including fault ride-through, reactive power, voltage control, frequency response and ramp-rate requirements.
  • Protection and control interfaces with SCADA/EMS, BMS, plant controllers, metering and communication systems.
  • Proficiency in recognised power-system analysis software such as DIgSILENT PowerFactory, ETAP, PSS®E, PSCAD, MATLAB/Simulink or equivalent tools.
  • Working knowledge of applicable IEC and IEEE standards, utility practices, electrical safety requirements and good international engineering practice.
  • FAT, SAT, relay testing, end-to-end testing, energisation, commissioning, disturbance analysis and technical troubleshooting.
  • Strong technical reporting, design review, interface coordination, stakeholder engagement and knowledge-transfer capability.

Professional Credentials and Attributes

Professional Engineer, Chartered Engineer or equivalent registration is preferred. Membership in a recognised electrical or power-engineering institution is desirable. The successful candidate will demonstrate advanced analytical capability, strong technical leadership, sound engineering judgement, attention to detail, effective interface management, professional integrity and the ability to resolve complex grid-integration and protection issues in multidisciplinary and multi-vendor environments.
