Position Summary
The Monitoring, Evaluation & Project Controls Specialist will establish and maintain the integrated 36-month project programme and the associated planning, monitoring, evaluation, risk and reporting systems. The Specialist will integrate design, procurement, manufacturing, delivery, installation, testing, commissioning and Defects Liability Period schedules into a single controlled baseline. The role will monitor critical-path performance, measure physical progress, administer the project risk register and project portal, maintain M&E indicators, and prepare accurate monthly and quarterly management reports.
Key Responsibilities
- Establish, maintain and update the integrated 36-month master programme covering design, approvals, procurement, manufacturing, factory testing, logistics, installation, testing, commissioning, handover and the Defects Liability Period.
- Develop and maintain the project work breakdown structure, activity coding, calendars, milestones, dependencies, constraints, resource assumptions and schedule-control procedures.
- Integrate contractor, supplier, consultant, utility and Client schedules into a single coordinated programme with clear interfaces and accountability.
- Review baseline and revised programmes for logic, durations, sequencing, resource feasibility, critical path, float, interfaces and contractual milestones.
- Maintain the approved baseline, schedule revisions, change history, assumptions, narrative reports and supporting records in a controlled manner.
- Monitor the critical and near-critical paths, identify emerging delays and recommend recovery, resequencing, acceleration or mitigation measures.
- Develop and administer progress-measurement rules, weighted milestones, quantity-based measures, earned-value indicators and evidence requirements.
- Validate reported progress against drawings, deliverables, procurement records, manufacturing status, delivery records, site measurements, test records and commissioning evidence.
- Prepare planned-versus-actual analyses, milestone tracking, look-ahead schedules, S-curves, progress curves, earned-value metrics and forecast completion dates.
- Conduct schedule variance, trend, slippage and delay analyses and assess the likely impact on key milestones and overall completion.
- Coordinate schedule interfaces among design, technical approvals, procurement, owner-direct purchases, logistics, construction, energisation, commissioning and operational readiness.
- Maintain the project risk register, including risk descriptions, causes, consequences, probability, impact, ownership, mitigation actions, due dates and residual ratings.
- Facilitate periodic risk reviews, identify emerging threats and opportunities, track mitigation actions and escalate overdue or high-priority risks.
- Develop the project M&E framework, results chain, indicators, baselines, targets, data sources, collection methods, responsibilities and reporting frequencies.
- Monitor output, outcome, schedule, cost, quality, HSE, environmental, social, procurement, commissioning and capacity-building indicators, as applicable.
- Establish data-quality protocols and verify that reported information is complete, accurate, consistent, traceable and supported by reliable evidence.
- Administer the project portal or management-information system, including document structure, permissions, workflows, dashboards, registers and reporting templates.
- Coordinate with document control to maintain current programme files, progress evidence, risk records, decisions, action logs and approved reports.
- Design and maintain management dashboards presenting schedule, progress, critical milestones, procurement status, risks, issues, decisions and forecast completion.
- Prepare weekly, monthly and quarterly progress reports with concise analysis of achievements, variances, critical issues, risks, corrective actions and decisions required.
- Prepare inputs for steering committee, Client, lender, donor, utility and stakeholder reports in accordance with agreed formats and reporting cycles.
- Support progress meetings, programme workshops, coordination meetings, risk reviews and performance-review sessions with clear data and action tracking.
- Maintain issue, action, decision, change and interface registers and ensure assigned actions are followed through to closure.
- Support assessment of programme impacts arising from variations, design changes, late information, access constraints, procurement delays and other project events.
- Coordinate with the Contract Management / Claims Specialist on contemporaneous schedule records, delay events, programme updates and extension-of-time analyses.
- Coordinate with the Quantity Surveyor / Cost Engineer to align physical progress, commitments, expenditure, cash-flow forecasts and final-cost projections.
- Monitor commissioning readiness, system completion, punch-list closure, performance testing, handover milestones and Defects Liability Period obligations.
- Prepare lessons-learned reviews, completion evaluations, final performance reports and recommendations for future programmes.
- Provide training and knowledge transfer to Client and project personnel on planning, progress measurement, risk management, M&E systems and reporting tools.
Qualifications and Experience
- Master's degree in Engineering, Project Management, Economics, Monitoring and Evaluation, Development Studies or a related field.
- Minimum of 7 years of professional experience in project controls, planning, scheduling and monitoring and evaluation.

- Strong practical experience developing and maintaining integrated master schedules using Microsoft Project, Primavera P6 or equivalent planning software.
- Demonstrated capability in progress measurement, critical-path analysis, schedule updating, variance analysis, risk management, dashboards and management reporting.
- Experience integrating design, procurement, manufacturing, logistics, installation, testing, commissioning and Defects Liability Period schedules.
- Experience establishing M&E frameworks, indicators, baselines, targets, data-collection systems and results reporting.
- Experience developing project dashboards, management-information systems, project portals, risk registers and action-tracking tools.
- Experience supporting multi-contract, multi-site or owner-direct procurement programmes is desirable.
- Experience coordinating with engineers, planners, procurement teams, contractors, suppliers, cost specialists, contract managers and project leadership.

- Microsoft Project, Primavera P6 or equivalent professional planning and scheduling software.
- Critical-path and near-critical-path analysis, float, constraints, out-of-sequence progress and recovery planning.
- Physical progress measurement, weighted milestones, earned-value concepts, S-curves and forecast completion analysis.
- Design, procurement, manufacturing, logistics, installation, commissioning and Defects Liability Period schedule integration.
- Project risk and opportunity management, including identification, assessment, mitigation, ownership and escalation.
- M&E frameworks, results chains, indicators, baselines, targets, data-quality assurance and performance evaluation.
- Dashboard design, data visualisation, project portals, management-information systems and automated reporting tools.
- Monthly and quarterly reporting, executive summaries, trend analysis, milestone reporting and decision-support information.
- Change, issue, action, decision and interface management with complete audit trails.
- Advanced Microsoft Excel and familiarity with Power BI or comparable business-intelligence tools is desirable.
- Strong analytical writing, facilitation, presentation, stakeholder coordination and knowledge-transfer capability.
