Position Summary
The Project Director / Team Leader will provide overall Owner’s Engineer and detailed-design leadership for the assignment. The role will direct the multidisciplinary Consultant team, coordinate interfaces with the Ministry of Energy and Mines, Eritrean Electricity Corporation, African Development Bank, contractors, suppliers, local consultants and other stakeholders, and provide programme, risk, quality and performance oversight. The Project Director / Team Leader will coordinate detailed engineering, owner-direct procurement support, installation guidance, construction supervision, testing, commissioning and Defects Liability Period services, while maintaining a clear separation between preparation and recommendation of the Consultant’s designs and the Client’s formal acceptance, approval and contractual authority.
Key Responsibilities
- Provide overall leadership, strategic direction and accountability for delivery of the Consultant’s Owner’s Engineer, detailed-design, procurement-support, supervision, commissioning and Defects Liability Period services.
- Act as the principal point of contact between the Consultant and the Client, including the Ministry of Energy and Mines and Eritrean Electricity Corporation.
- Lead coordination with the African Development Bank, contractors, equipment suppliers, local consultants, utilities, authorities and other project stakeholders.
- Establish the project delivery strategy, governance arrangements, communication protocols, decision pathways, reporting structure and escalation procedures.
- Mobilise, direct and coordinate the multidisciplinary team, including solar PV, BESS, grid integration, substations, distribution, SCADA/EMS, civil, HSE, environmental, procurement, contracts, cost and project-controls specialists.
- Ensure that staffing, level of effort, expert inputs and site deployment remain aligned with the approved work plan, programme and project priorities.
- Lead inception activities, scope confirmation, data-gap assessment, site investigations, design-basis development and preparation of the detailed implementation roadmap.
- Direct the preparation, integration and quality assurance of the Consultant’s detailed engineering designs, specifications, calculations, drawings, models, bills of quantities and technical reports.
- Ensure effective interface management across solar PV, battery energy storage, substations, grid connection, distribution networks, protection, controls, communications, civil works and operational systems.
- Lead technical design reviews, constructability reviews, value-engineering exercises, interdisciplinary checks and design-freeze recommendations.
- Maintain a clear separation between the Consultant’s responsibility to prepare, review and recommend technical designs and the Client’s retained responsibility to accept, approve or authorise those designs.
- Ensure that no Client approval, contractual instruction, variation, commercial commitment or acceptance is issued or implied by the Consultant without the Client’s express authorisation.
- Oversee preparation of technical specifications, bidding documents, procurement packages, evaluation criteria and technical responses for owner-direct procurement and installation contracts.
- Coordinate technical support during tendering, clarification, bid evaluation, negotiations, contract finalisation and supplier or contractor mobilisation.
- Provide leadership for review of vendor and contractor submissions, shop drawings, calculations, method statements, quality plans, programmes and technical deviations.
- Oversee installation guidance and construction supervision to verify compliance with approved designs, specifications, quality requirements, HSE obligations and good international practice.
- Establish and maintain project quality-management arrangements, including document review, interdisciplinary verification, hold points, nonconformity control and corrective-action follow-up.
- Oversee project HSE performance and ensure that construction, electrical, working-at-height, lifting, excavation, PV and BESS safety risks are effectively managed.
- Maintain oversight of the integrated 36-month programme, critical path, progress measurement, schedule interfaces, milestones, recovery measures and completion forecasts.
- Chair or support programme reviews, technical coordination meetings, risk reviews, progress meetings, steering-committee meetings and management briefings.
- Lead project risk and opportunity management, including identification, ownership, mitigation, escalation and reporting of technical, programme, procurement, contractual, HSE and stakeholder risks.
- Oversee cost, quantity, payment, variation, claims and contract-management support, while respecting the Client’s retained commercial and contractual authority.
- Ensure robust coordination of owner-direct procurement with design completion, manufacturing, logistics, storage, installation, testing and commissioning requirements.
- Lead resolution of technical and interface issues involving equipment suppliers, installation contractors, utility systems, multi-vendor controls and site conditions.
- Oversee FAT, SAT, inspections, integrated testing, energisation readiness, commissioning, performance testing, reliability demonstration and acceptance recommendations.
- Ensure that commissioning plans, test procedures, acceptance criteria, punch lists, defects and corrective actions are properly controlled and documented.
- Coordinate operational-readiness activities, including staffing, competency development, training, spares, tools, O&M procedures, emergency arrangements, warranties and asset information.
- Oversee preparation and review of as-built drawings, asset registers, configuration records, test dossiers, commissioning records, O&M manuals and handover documentation.
- Provide leadership throughout the Defects Liability Period, including defect tracking, warranty coordination, performance monitoring, outstanding-work closure and final-completion support.
- Ensure timely preparation of inception, design, procurement, progress, risk, quality, HSE, commissioning, completion and DLP reports in accordance with Client and financier requirements.
- Promote effective knowledge transfer and capacity building for Client, utility and local personnel throughout the assignment.
- Maintain professional independence, transparency, confidentiality and a complete audit trail for technical recommendations, reviews, decisions and Client approvals.
Qualifications and Experience

- Experience on at least two assignments financed by an International Financial Institution or Development Finance Institution is preferred.
- Strong experience leading multidisciplinary teams through detailed design, procurement support, construction supervision, testing, commissioning and project close-out.
- Demonstrated experience in programme, risk, quality, HSE, stakeholder, interface and performance management on complex energy projects.
- Experience coordinating with government ministries, utilities, financiers, contractors, equipment suppliers, local consultants and regulatory authorities.
- Experience with owner-direct procurement, multi-contract delivery, technical tender evaluation and management of supplier and contractor interfaces.
- Experience in East Africa, Sub-Saharan Africa, small or weak grids, remote locations or internationally financed infrastructure programmes is an advantage.
Technical and Leadership Competencies
- Owner’s Engineer leadership and governance for multidisciplinary energy-infrastructure assignments.
- Detailed design management, design assurance, interdisciplinary coordination, constructability review and technical approval workflows.
- Utility-scale solar PV, battery energy storage, substations, grid interconnection, distribution systems and hybrid mini-grid interfaces.
- Owner-direct procurement support, technical specifications, bidding documents, technical evaluation and supplier coordination.
- Construction supervision, quality assurance, HSE oversight, testing, commissioning, performance verification and DLP management.
- Integrated programme management, critical-path oversight, progress measurement, risk management and corrective-action leadership.
- Contract, claim, variation, cost and payment oversight within clearly defined delegated authority limits.
