Position Summary

The Quantity Surveyor / Cost Engineer will lead quantity verification, cost estimating, measurement and cost-control support for owner-direct procurement and installation contracts. The Specialist will prepare and review bills of quantities, verify completed works and payment measurements, assess variation pricing, maintain cost records and forecast the final project cost. The role will provide reliable financial and commercial information to support the Client’s budgetary control, procurement decisions and contract administration.

Key Responsibilities

  • Prepare, review and update bills of quantities, cost estimates, pricing schedules, cost plans and procurement budgets for owner-direct purchases and installation works.
  • Undertake quantity take-offs from drawings, specifications, surveys, schedules, vendor documents and approved design changes.
  • Verify quantities for civil, structural, electrical, mechanical, solar PV, BESS, substation, distribution-network and ancillary infrastructure works, as applicable.
  • Develop cost breakdown structures aligned with project work packages, contracts, procurement lots, funding categories and reporting requirements.
  • Prepare pre-tender estimates, engineer’s estimates, benchmark rates, rate build-ups and cost comparisons to support procurement and bid evaluation.
  • Review contractor bills of quantities, pricing schedules, unit rates, provisional sums, dayworks, resource build-ups and commercial assumptions.
  • Measure completed works on site and reconcile physical progress against approved drawings, records, quantities, milestones and contractual payment provisions.
  • Review and verify interim payment applications, supporting measurements, delivery records, stored materials, retention, advances, recoveries and previous certifications.
  • Prepare payment-verification recommendations and supporting measurement sheets for the Client’s review and approval.
  • Assess proposed variations and changes, including quantity impacts, rate applicability, new-rate build-ups, quotations, supporting evidence and potential effects on the final cost.
  • Maintain variation, commitment, payment, accrual and cost-risk registers, ensuring a complete and traceable audit trail.
  • Support cost evaluation of design alternatives, value-engineering proposals, constructability options and procurement strategies.
  • Monitor commitments, expenditures, approved changes, pending variations, claims exposure, contingencies and forecast-at-completion values.
  • Prepare and regularly update cash-flow forecasts, cost-to-complete estimates, estimate-at-completion reports and final-cost forecasts.
  • Reconcile owner-direct procurement costs, including equipment, materials, freight, insurance, customs, taxes, storage, handling, installation and commissioning interfaces.
  • Coordinate cost interfaces among owner-supplied equipment, supply contracts, installation contracts, civil works and other project packages to prevent omissions or double counting.
  • Assist with bid evaluation by analysing price schedules, arithmetic accuracy, rate consistency, qualifications, exclusions, lifecycle implications and commercial risks.
  • Support contract-management and claims teams with quantity records, valuation data, variation pricing and cost substantiation.
  • Participate in joint measurements, site inspections, progress meetings, commercial meetings and cost-review meetings.
  • Identify cost deviations, emerging trends, budget pressures and potential overruns, and recommend timely corrective or mitigation measures.
  • Prepare monthly cost reports showing budget, commitments, actual expenditure, accruals, approved changes, pending changes, contingency usage and forecast final cost.
  • Review as-built quantities, final measurements, reconciliation statements, contractor final accounts and supporting close-out documentation.
  • Support settlement of final quantities and final accounts, subject to the Client’s retained commercial and contractual authority.
  • Maintain cost databases, historical rates, benchmarking information and lessons learned for future procurement and project planning.
  • Ensure that all cost information is accurate, transparent, traceable and supported by appropriate source records.

Qualifications and Experience

  • Master's degree in Quantity Surveying, Civil Engineering, Construction Economics, Cost Engineering or a related field.
  • Minimum of 8 years of professional experience in quantity surveying, cost engineering or commercial cost control on infrastructure or energy projects.
  • Demonstrated experience on at least two comparable power or energy projects with individual contract values of at least US$10 million, or equivalent multi-site project complexity.
  • Strong practical experience in bills of quantities, cost estimates, quantity take-offs, measurement, variation pricing, payment verification and final-cost forecasting.
  • Experience supporting owner-direct procurement, supply contracts, installation contracts, EPC contracts or multi-package infrastructure programmes.
  • Experience preparing rate build-ups, pre-tender estimates, bid-price analyses, cost reports, cash-flow forecasts and final accounts.
  • Experience measuring electrical, civil, structural and mechanical works associated with power-generation, solar PV, BESS, substations or distribution infrastructure is desirable.
  • Experience reviewing contractor payment applications, stored materials, advance recovery, retention, variations and cost substantiation.
  • Experience coordinating with engineers, procurement specialists, contract managers, planners, finance teams, contractors and equipment suppliers.
  • Experience in East Africa, Sub-Saharan Africa or internationally financed infrastructure programmes is an advantage.

Technical Competencies

  • Bills of quantities, quantity take-offs, measurement methods and work-package cost coding.
  • Conceptual, preliminary, detailed and engineer’s cost estimates for infrastructure and energy projects.
  • Unit-rate analysis, resource-based rate build-ups, benchmarking, escalation and price-comparison techniques.
  • Interim payment verification, joint measurement, materials-on-site assessment, retention and advance-payment recovery.
  • Variation identification, quantity assessment, pricing, quotation review and change-control support.
  • Budget management, commitments, accruals, cash flow, cost-to-complete and estimate-at-completion forecasting.
  • Owner-direct procurement cost control, including equipment, logistics, customs, storage, installation and commissioning interfaces.
  • Final measurement, account reconciliation, final-account review and project cost close-out.
  • Cost-risk assessment, contingency monitoring, value engineering and cost optimisation.
  • Proficiency in advanced Microsoft Excel and recognised quantity-surveying, estimating, ERP or project cost-control systems.
  • Ability to interpret engineering drawings, specifications, contracts, schedules, bills of quantities and procurement documents.
  • Strong numerical accuracy, commercial awareness, report writing, stakeholder coordination and presentation capability.

Professional Credentials and Attributes

Professional registration or membership in a recognised quantity-surveying, cost-engineering, construction or engineering institution is preferred. Membership in bodies such as RICS, AACE International, IQSK or an equivalent institution is desirable. The successful candidate will demonstrate strong numerical and analytical capability, commercial judgement, attention to detail, integrity, record-management discipline, independence and the ability to communicate clear, evidence-based cost recommendations to technical and non-technical stakeholders.
