This is a hands-on leadership role for someone who enjoys rolling up their sleeves while building and scaling a high-performing, people-first Talent Acquisition function.

This role is responsible for shaping and executing talent strategy, strengthening partnerships with business leaders, and ensuring Talent Acquisition operates as a high-impact, scalable function across North America. You will drive measurable hiring outcomes, personally lead key strategic searches, and play a central role during a significant period of organizational growth.

The ideal candidate brings a balance of strategic vision and operational discipline—someone who can lead people, influence stakeholders, and continuously improve how we attract, engage, and hire top talent in a multi-country environment. This role is well-suited for a leader who thrives in fast-paced, high-growth settings and can seamlessly balance strategy with execution. This is an opportunity to play a critical role in building the teams that support Bureau Veritas’ mission of testing, inspection, and certification excellence.

This is a hybrid role based in Houston, TX, requiring in-office presence 3 days per week. Candidates must be located in the Houston area or willing to relocate.

Essential Duties & Responsibilities

  • Lead, coach, and scale a team of recruiters and coordinators to drive an efficient, compliant, and high-performing hiring process across the U.S. and Canada, with an emphasis on proactive talent identification and workforce planning.

  • Partner closely with business leaders and the People team across North America to anticipate hiring needs, refine workforce plans, and align recruiting strategy with business growth.

  • Personally manage full-cycle recruiting for senior, strategic, and hard-to-fill roles, while providing oversight and guidance to senior recruiters.

  • Act as a trusted advisor to hiring managers, helping define success profiles, calibrate expectations, and make informed, data-driven hiring decisions.

  • Drive operational effectiveness by owning Talent Acquisition processes, dashboards, and metrics, including leading and lagging indicators such as time-to-fill, quality-of-hire, offer acceptance, and diversity metrics.

  • Develop scalable recruiting processes, tools, and technologies that improve quality, consistency, and efficiency across regions.

  • Introduce innovative ways of working by evaluating sourcing strategies, market mapping, tools, and external partnerships that strengthen pipelines across U.S. and Canadian markets.

  • Create and execute a strategy for building diverse talent pipelines through creative sourcing, networking, and targeted outreach.

  • Break down recruiting silos and standardize best practices while remaining responsive to regional labor market and compliance requirements.

  • Partner with Staffing, Delivery, and HR leadership to forecast hiring capacity, manage headcount planning, and project resourcing needs.

  • Strengthen the employer brand by partnering with the People team to position Bureau Veritas as a destination employer and deliver a consistent, engaging candidate experience from first contact through onboarding.

  • Ensure smooth transitions from recruiting to onboarding by collaborating closely with HR and People Operations.

  • Manage agency relationships including vendor selection, performance management, and contract negotiations across North America.

  • Provide regular insights and reporting to business leaders on hiring progress, market trends, and recruiting effectiveness.

How You'll Make an Impact:

  • Create a people-first recruiting culture where innovation, inclusion, and accountability coexist.

  • Drive recruiting outcomes that directly support business growth during a period of significant scale and transformation.

  • Think creatively and strategically to solve complex hiring challenges across diverse and competitive labor markets.

  • Navigate ambiguity while effectively balancing competing priorities across regions and stakeholder groups.

  • Build strong relationships and adapt your leadership style to meet the needs of leaders, candidates, and teams.

  • Lead with empathy while holding teams accountable to performance and results.

  • Use data to identify trends, challenges, and opportunities, translating insight into action.

  • Speak up with confidence—challenging assumptions and influencing leaders on decisions that matter.

What You'll Bring:

  • 7–10+ years of progressive Talent Acquisition experience, including 2+ years in a leadership role, with a strong track record of scaling teams in fast-growing organizations.

  • Demonstrated experience supporting multi-region or cross-border recruiting, with Canadian Talent Acquisition experience strongly preferred.

  • Bachelor’s degree in Human Resources, Business, or related field

  • Active Professional HR certification preferred (PHR, SPHR, SHRM-CP or SHRM-SCP).

  • Experience recruiting within professional services environments; exposure to technical, data, or specialized talent markets is a plus.

  • Strong understanding of regional labor markets, hiring practices, and compliance considerations across the U.S. and Canada.

  • Proven ability to lead large-scale, high-impact recruiting initiatives while remaining hands-on.

  • Deep familiarity with modern recruiting tools, sourcing strategies, and employer branding best practices.

  • A data-driven mindset with the ability to turn metrics into strategy.
