Health, Safety and Environment (HSE) Engineer (2 Positions)

📍 Kokshetau, Kazakhstan | 🏗️ Kokshetau CHP Project | ⏳ Rotation: 28/28 

Bureau Veritas Kazakhstan Industrial Services is seeking experienced HSE Engineers to join the Kokshetau Combined Heat and Power Plant (CHP) Project. This is a long-term opportunity with an initial contract until September 2027 and potential extensions through project completion in 2029.

Key Responsibilities

✅ Monitor EPC contractors' and subcontractors' compliance with project HSE requirements and safety regulations.

✅ Conduct routine HSE inspections, audits, and workplace safety assessments.

✅ Review Method Statements, Risk Assessments, PTW documentation, and critical work activities.

✅ Monitor high-risk activities including work at height, lifting operations, excavation works, and electrical works.

✅ Identify unsafe acts and conditions, issue corrective actions, and follow up on closeout.

✅ Participate in HSE meetings, toolbox talks, incident investigations, and safety campaigns.

✅ Maintain HSE statistics, reports, and KPI dashboards.

✅ Monitor implementation of environmental protection measures on site.

Requirements

• Bachelor's degree in HSE, Industrial Safety, Engineering, or a related technical discipline.

• Minimum 7 years of HSE experience in large-scale construction, industrial, energy, or EPC projects.

• Proven experience supervising EPC contractors and subcontractors.

• Experience conducting HSE inspections, audits, incident investigations, and reporting.

• Experience representing the Client or Owner's Engineer is highly preferred.

• NEBOSH

• IOSH Managing Safely

• ISO 45001 Internal Auditor

• First Aid Certification

• Fire Safety Training

• Other recognized HSE certifications
