PSM Engineer
 
Qualification and Experience:
a)    B.Sc. in Mechanical/ Metallurgical/ Chemical/ Electrical/Petroleum/Instrument Engineering or equivalent.
b)    8 years professional experience for B.Sc. and 7 years experience for Masters degree required – preferably within an O&G operating company.
c)    The PSM Engineer shall have a high level of knowledge and understanding of the following technical aspects (as a minimum):
i.    Technical Safety Project documentation (e.g. TSE philosophies, Asset Integrity – Process Safety (AI-PS) principles Project Specification, TSE documentation)
ii.    Fire Safety Assessment
iii.    Flare Radiation, Toxic and Noise Assessment
iv.    Design aspects like fire protection escalation mitigation, atmospheric relief (vents at safe location) and flare, Hazardous area classification, noise mitigation, F&G detector location, Cause and Effects, safeguarding memorandum, 3-D Model reviews
v.    Safety Critical Elements Identification
vi.    ALARP Demonstration process
vii.    Technical Pre-Start-Up Safety Reviews (PSSR)
viii.    PHSER
ix.    Safe work practices and procedures: PTW, JSA; Management of Change, human error; human factors, LOTO, Mechanical isolation and blinding, clamping and override
x.    Fires and explosions: fundamentals; hazard evaluation, prevention and mitigation; codes and standards 
xi.    Standard Operating Procedure (SOP) requirements 
xii.    Leak Path Reduction 
xiii.    Layout Optimization 
xiv.    Hazardous Area Classification 
xv.    Toxic Facility Classification Analysis 
xvi.    Fire Protection Analysis 
xvii.    Active Fire Protection Design 
xviii.    Passive Fire Protection Design

2.1.1.    Job Description: 

2.1.1.1.    Implementation of Technical Safety Project documentation such as Technical Safety Project documentation (e.g. TSE philosophies, Asset Integrity – Process Safety (AI-PS) principles, Project Specification, TSE documentation)
2.1.1.2.    Implementation of Process Safety Management (PSM) System, including safety culture enhancement
2.1.1.3.    Design, technical support and troubleshooting for upstream oil & gas operations
2.1.1.4.    Safety in design and engineering practices, with emphasis on inherently safer design, and the relevant industry standards (e.g. API, BS, IEC, NFPA).
2.1.1.5.    Perform Emergency preparedness, including scenario development, prevention; preparedness; response; recovery
2.1.1.6.    Perform Major Hazard Incident Investigation (involving fire or explosion).
2.1.1.7.    Participate in PSSR meetings and provide necessary guidance and support with regard to PSSR checklist selection
2.1.1.8.    Participate in MOC meetings
2.1.1.9.    Represent PSM in Action Tracking Management System and carry out action items prioritization in coordination with other TFT members
2.1.1.10.    Conduct Risk Assessment using PSM Risk Assessment Matrix

2.1.2.    Skills: 
i.    Technical interface with HSE regulators, insurers and other key external stakeholders
ii.    Able to connect upstream oil and gas process hazards to equipment requirements
iii.    Able to specify performance standards for safety critical systems
iv.    Able to supply day-to-day operational support in mitigating risks
v.    Able to proactively apply engineering and problem-solving skills to meet challenging process safety, safety and business objectives.
vi.    Able to work independently and in teams
