Construction Manager for Building and Infrastructure Projects

Key Responsibilities:
- Ensure that construction project plans and programs are properly executed.
- Coordinate all parties involved in the project, including clients, consultants, contractors, and suppliers.
- Participate in weekly Project Technical Group (PTG) meetings.
- Chair Construction Coordination Meetings and other special meetings as required, ensuring minutes and action plans are shared with all parties.
- Inspect work performed by contractors/subcontractors for correctness and compliance with project documents.
- Perform acceptance and rejection of services or completed work, including specialized construction inspection work on complex projects.
- Monitor quality-related activities on the project and produce daily inspection reports.
- Evaluate the effectiveness of controls in the Project Execution Plan (PEP), Construction Management Plan (CMP), Project Quality Plan (PQP), and Inspection Test Plan (ITP).
- Ensure all required construction quality control (QC) sampling, testing, and documentation are performed correctly.
- Manage reports from contractors and ensure the team submits observations and test results.
- Coordinate and monitor project materials testing efforts.
- Maintain day-to-day knowledge of project documents, drawings, specifications, and scope of work.
- Assist with the administration, planning, and scheduling of all personnel, including civil, architectural, mechanical, electrical, auxiliary, façade, safety, and QA engineers.
- Supervise site architects, engineers, and safety personnel, managing schedules, work distribution, and leave approvals.
- Execute the Project Execution Plan on-site.
- Notify contractors of identified deficiencies and ensure remediation.
- Issue and track nonconformance reports, including customer complaints, and follow up on corrective actions.
- Collaborate with contractors/vendors on QA/QC inspections of materials/equipment upon receipt.
- Assist with internal and external quality audits as directed by the Project Manager.
- Collect data for statistical reporting as needed.
- Perform surveillance of project operations.
- Process, delegate, and coordinate RFIs and RFAs to third-party consultants and ensure timely resolution.
- Manage and coordinate site issues and conflicts, ensuring timely responses and resolutions.
- Monitor the project program and schedule, supporting the Planning Engineer with weekly look-ahead schedules and variations.
- Evaluate progress billings and variation order claims.
- Assist with risk assessment and maintain the project risk register, leading risk mitigation plans as necessary.
- Supervise civil, structural, and architectural engineers.
- Perform other related duties as required by the Project/Construction Manager.
Minimum Requirements:
- Licensed Civil Engineer (PRC)
- 10+ years of experience in monitoring building and infrastructure construction
- Additional construction project inspection experience may substitute for the minimum education and license requirement
- Must pass drug test, physical, and background check
Preferred Qualifications:
- Experience in construction implementation, inspection, management, engineering, or related fields
- Knowledge of civil, structural, architectural, mechanical, electrical, plumbing/sanitary, and fire protection scopes
- Experience with high-rise and mid-rise building projects or infrastructure projects, both local and overseas
- Knowledge of relevant codes and standards (e.g., National Building Code of the Philippines, Structural Code, Fire Code, Philippine Electrical Code, Mechanical Engineering Code, NFPA Life Safety Code, International Building Code)
- Current licenses and certifications as a condition of employment
- Familiarity with construction quality management tools and guidelines (e.g., ASME, AWS, ACI, API, ICC, NACE)
