Position Summary

The Senior Electrical Site Engineer will provide full-time supervision of electrical installation, testing, energization, and commissioning activities for utility-scale Solar PV and BESS projects in Eritrea.

The position will serve as the primary on-site technical authority for electrical works, ensuring contractor compliance with approved designs, technical specifications, quality standards, electrical safety requirements, environmental obligations, and project schedules.

Key Responsibilities

  • Provide daily on-site supervision of electrical contractors and installation activities.
  • Supervise installation of transformers, switchgear, circuit breakers, cables, protection relays, SCADA equipment, earthing systems, control systems, and auxiliary systems.
  • Inspect incoming electrical equipment and materials for damage, completeness, certification, and compliance with approved specifications.
  • Verify equipment positioning, cable routing, terminations, polarity, labelling, alignment, earthing, and workmanship.
  • Implement approved Inspection and Test Plans, including hold points, witness points, inspection procedures, and acceptance criteria.
  • Supervise insulation resistance, continuity, high-voltage, protection-relay, SCADA, functional, integration, and performance testing.
  • Coordinate Site Acceptance Testing, energization, grid synchronization, system start-up, trial operation, and final commissioning.
  • Verify test equipment calibration, testing methods, safety precautions, results, and compliance with technical requirements.
  • Identify technical defects and non-conformities, issue or support NCRs, and verify corrective actions before acceptance.
  • Enforce electrical and high-voltage safety requirements, including permits to work, isolation, lockout/tagout, PPE, emergency procedures, and safe testing practices.
  • Monitor contractor progress, workmanship, resources, schedule performance, safety compliance, and achievement of project milestones.
  • Resolve routine site issues and promptly escalate significant quality, safety, technical, schedule, or contractor-performance concerns.
  • Maintain daily site logs, inspection records, material approvals, test results, safety records, NCRs, commissioning documentation, and as-built drawings.
  • Prepare daily, weekly, and monthly progress reports, including final testing, commissioning, and acceptance reports.
  • Coordinate with the Project Director, Grid Integration Engineer, Solar PV Expert, BESS Expert, Civil Engineer, contractors, suppliers, and grid operator.
  • Support technical training, mentoring, and knowledge transfer to local utility, contractor, operations, and maintenance personnel.

Qualifications and Experience

  • Bachelor’s degree in Electrical Engineering, Power Systems Engineering, Electrical Power Engineering, or a related discipline.
  • Minimum 10 years’ professional experience in electrical installation, site supervision, testing, and commissioning.
  • Demonstrated experience with high-voltage transmission lines, substations, protection systems, SCADA, transformers, switchgear, cables, and earthing systems.
  • Experience supervising at least three turnkey projects through installation, testing, commissioning, and final acceptance.
  • Practical experience in relay testing, protection coordination, grid connection, synchronization, and electrical troubleshooting.
  • Experience in utility-scale Solar PV, BESS, power infrastructure, or hybrid renewable-energy projects is highly desirable.
  • Experience working with utilities, EPC contractors, equipment manufacturers, and multidisciplinary site teams.
  • Experience in Sub-Saharan Africa, emerging markets, weak-grid environments, or multiple project sites is an advantage.
  • Willingness and ability to reside full-time at the assigned project site throughout construction and commissioning.

Technical Competencies

  • Electrical equipment installation, inspection, testing, and commissioning.
  • High-voltage transmission and substation systems.
  • Transformers, switchgear, circuit breakers, protection relays, control systems, SCADA, cables, and earthing.
  • Insulation resistance, continuity, high-voltage, relay, communication, integration, and performance testing.
  • Grid-connection testing, synchronization, system start-up, troubleshooting, and final acceptance.
  • Electrical safety, permit-to-work systems, isolation procedures, lockout/tagout, hazard identification, and emergency response.
  • Quality inspection, material verification, ITP implementation, NCR management, and corrective-action verification.
  • Technical reporting, test-data recording, red-line drawings, as-built documentation, and commissioning records.
  • Proficiency in electrical testing equipment, relay-commissioning tools, technical-documentation systems, and relevant software.

Professional Credentials and Attributes

Professional Engineer, Chartered Engineer, or equivalent registration is highly desirable. Relevant high-voltage, electrical-safety, protection-relay, SCADA, ISO 45001, NEBOSH, PMP, or PRINCE2 certification is an advantage.

The successful candidate will demonstrate strong technical and practical judgment, site leadership, attention to detail, commitment to safety and quality, contractor-management ability, timely decision-making, accurate reporting, effective communication, professional integrity, cultural sensitivity, and the ability to train and mentor local teams.

Language Capabilities

  • English: Fluent (essential for international communication and standards)
  • Local Language: Proficiency in local language of project country (valuable for contractor coordination)
