Position Summary

The Senior Supply Chain and Quality Assurance Specialist will oversee PV module sourcing, supplier due diligence, manufacturing audits, production-quality assurance, ethical sourcing, and material traceability for utility-scale Solar PV projects in Eritrea.

The role will advise the Client and Project Team on supplier selection, manufacturing capability, supply-chain risks, quality management, and production-cycle compliance. The Specialist will ensure that PV modules meet applicable technical, quality, safety, environmental, social, and ethical sourcing requirements.

Key Responsibilities

• Develop the PV module supply-chain strategy, market assessment, sourcing approach, supplier-selection criteria, risk register, contingency plans, and production-monitoring programme.
• Assess global market conditions, module availability, manufacturing lead times, logistics constraints, supply continuity, and country-of-origin risks.
• Identify and evaluate manufacturers and suppliers based on technical capability, production capacity, financial stability, experience, certifications, quality performance, delivery history, and supply-chain integrity.
• Conduct manufacturing-facility due diligence and audits covering production processes, equipment, capacity, quality systems, occupational safety, environmental controls, workforce practices, and subcontractor management.
• Assess compliance with ISO 9001, ISO 14001, ISO 45001, applicable PV module standards, approved technical specifications, and manufacturers’ documented procedures.
• Review production controls for incoming materials, PV cell processing, module assembly, lamination, framing, junction-box installation, testing, labelling, packaging, storage, and dispatch.
• Verify the traceability of critical materials and components from raw-material origin through production, testing, shipment, and delivery.
• Assess compliance with supplier codes of conduct, ILO principles, human-rights requirements, forced-labour and child-labour prohibitions, responsible mineral sourcing, and applicable ethical-sourcing obligations.
• Review product certifications, type-test reports, quality plans, inspection and test plans, calibration records, production records, test results, warranties, and compliance declarations.
• Conduct or coordinate production-cycle audits, product inspections, sample testing, pre-shipment inspections, and manufacturing surveillance.
• Identify and document non-conformities, issue audit findings or NCRs, review root-cause analyses, and verify corrective and preventive actions before closure.
• Establish supplier-performance indicators covering quality, delivery, traceability, safety, compliance, responsiveness, and corrective-action effectiveness.
• Monitor production progress and supplier performance, identify emerging risks or delays, and escalate critical issues to the Project Director.
• Prepare supplier-evaluation, due-diligence, audit, traceability, ethical-compliance, production-surveillance, and executive decision reports.
• Maintain comprehensive audit trails, supplier records, traceability documents, inspection reports, NCRs, corrective actions, approvals, and lessons learned.
• Coordinate with procurement, engineering, quality, environmental and social, logistics, and project-management teams, and train Client staff on supplier quality and supply-chain assurance.

Qualifications and Experience

• Bachelor’s degree in Supply Chain Management, Logistics, Industrial Engineering, Electrical Engineering, Mechanical Engineering, Quality Management, or a related discipline.
• Minimum seven years’ professional experience in supply-chain management, supplier quality assurance, manufacturing audits, or compliance.
• Demonstrated experience in supplier evaluation, manufacturing-facility audits, production surveillance, traceability verification, and non-conformance management.
• Practical experience auditing Quality Management Systems against ISO 9001 requirements.
• Knowledge of ISO 14001, ISO 45001, ethical sourcing, human-rights due diligence, responsible materials sourcing, and supply-chain risk management.
• Experience with PV module manufacturing, renewable-energy equipment, electrical products, batteries, or other complex manufactured equipment is highly desirable.
• Experience with international sourcing, import and export logistics, supplier financial assessment, and multi-country supply chains.
• Experience in utility-scale Solar PV projects, Sub-Saharan Africa, emerging markets, or internationally financed projects is an advantage.

• PV module manufacturing processes, production controls, product testing, quality inspection, packaging, storage, and dispatch.
• Supplier qualification, capability assessment, financial evaluation, reference verification, and performance monitoring.
• ISO 9001 auditing, quality planning, document control, calibration, inspection, traceability, NCR management, root-cause analysis, and corrective action.
• Material, batch, lot, serial-number, production, shipment, and chain-of-custody traceability.
• Ethical sourcing, labour standards, human-rights due diligence, supplier codes of conduct, and responsible mineral sourcing.
• Supply-chain risk assessment, business-continuity planning, logistics, schedule monitoring, and disruption management.
• Proficiency in supply-chain, quality, audit-management, traceability, data-analysis, document-control, and project-management systems.

Professional Credentials and Attributes

ISO 9001 Lead Auditor certification is essential. CSCP, CIPS, Certified Quality Auditor, Certified Supplier Quality Professional, ISO 14001/45001 Auditor, ethical-auditing, or internal-auditing certification is highly desirable.

The successful candidate will demonstrate strong audit judgment, technical observation, analytical ability, attention to detail, objectivity, confidentiality, ethical conduct, clear reporting, stakeholder coordination, risk awareness, and the ability to influence suppliers and transfer knowledge to Client teams.

Language Capabilities

• English: Fluent (essential for international communication and standards)
• Local Language: Proficiency in local language of project country (valuable for supplier coordination)
