Position Summary

The Senior Procurement Specialist will plan, coordinate, and manage procurement activities for utility-scale Solar PV and BESS projects in Eritrea.

The position will guide the Client through procurement planning, tender preparation, competitive bidding, bid evaluation, due diligence, negotiation, and contract award. The Specialist will ensure that procurement processes are transparent, competitive, efficient, and compliant with national regulations, development-bank requirements, environmental and social safeguards, and integrity standards.

Key Responsibilities

  • Develop the project procurement strategy, procurement plan, packaging approach, market assessment, procurement schedule, cost estimates, and risk-management measures.
  • Determine appropriate procurement methods, evaluation approaches, review requirements, and approval timelines for works, goods, equipment, and consulting services.
  • Prepare tender documents, instructions to bidders, qualification requirements, evaluation criteria, bid forms, commercial schedules, and contractual conditions.
  • Coordinate with technical specialists in preparing specifications, drawings, bills of quantities, performance requirements, and environmental and social provisions.
  • Obtain required Client and development-bank reviews, approvals, or no-objections at each procurement stage.
  • Manage tender advertising, pre-bid meetings, site visits, bidder clarifications, addenda, bid submission, bid opening, and bidder communications.
  • Coordinate technical, financial, commercial, and qualification evaluations in accordance with approved criteria.
  • Prepare compliant bid-evaluation reports, recommendations for award, negotiation records, and procurement decision documents.
  • Conduct due diligence on proposed contractors and suppliers, including technical capability, financial capacity, experience, safety performance, integrity, sanctions exposure, supply-chain capacity, and reference verification.
  • Support negotiations on price, delivery, performance guarantees, warranties, payment terms, securities, risk allocation, and contract conditions.
  • Prepare contract-award notifications, unsuccessful-bidder communications, final contract documents, and contract-execution records.
  • Manage bidder complaints and procurement-related grievances fairly, confidentially, and within prescribed procedures.
  • Support contract administration, performance monitoring, contract amendments, variations, and procurement-related dispute resolution.
  • Maintain complete procurement files, approvals, correspondence, evaluation records, conflict-of-interest declarations, complaints, and audit trails.
  • Prepare regular procurement progress, compliance, risk, and performance reports for the Client and development-bank stakeholders.
  • Support procurement reviews and audits and implement agreed corrective actions.
  • Build the Client’s procurement capacity through procedures, templates, training, coaching, and knowledge transfer.

Qualifications and Experience

  • Bachelor’s degree in Procurement, Supply Chain Management, Economics, Business Administration, Finance, Engineering, or a related discipline.
  • A master’s degree or postgraduate qualification in Procurement, Supply Chain Management, Business Administration, Finance, or Project Management is an advantage.
  • Minimum seven years’ professional procurement experience, including substantial experience with development-bank or internationally financed projects.
  • Demonstrated experience managing procurement from planning and tender preparation through evaluation, negotiation, contract award, and handover.
  • Experience with international competitive procurement for projects valued at USD 10 million or more.
  • Practical experience preparing tender documents, conducting bid evaluations, managing bidder clarifications and complaints, and undertaking supplier due diligence.
  • Experience procuring EPC works, Solar PV systems, BESS, substations, electrical equipment, civil works, or related infrastructure is highly desirable.
  • Experience working with government institutions, utilities, consultants, contractors, suppliers, and development partners.
  • Experience in Sub-Saharan Africa, emerging markets, or complex multi-package projects is an advantage.

Technical Competencies

  • Procurement strategy, market analysis, packaging, scheduling, cost estimation, and risk assessment.
  • Competitive bidding, restricted tendering, requests for quotations, direct contracting, and consultant selection.
  • Tender-document preparation, qualification criteria, evaluation methodology, and contractual conditions.
  • Technical, financial, commercial, and combined bid evaluation.
  • Supplier due diligence, financial-capacity assessment, reference verification, and supply-chain evaluation.
  • Contract negotiation, performance securities, warranties, payment terms, delivery requirements, and risk allocation.
  • Development-bank procurement frameworks, approval processes, record-keeping, audit, and reporting requirements.
  • Integrity, anti-corruption, conflict-of-interest, sanctions, environmental and social, transparency, and accountability requirements.
  • Proficiency in procurement-management systems, financial-analysis tools, document-management platforms, databases, spreadsheets, and reporting applications.

Professional Credentials and Attributes

CIPS, procurement and supply-chain certification, or equivalent professional qualification is highly desirable. Development-bank procurement training, PMP, PRINCE2, fraud examination, anti-corruption, or environmental and social safeguards certification is an advantage.

Language Capabilities

  • English: Fluent (essential for international communication)
