Position Summary

The Senior Electrical Site Inspector will provide independent inspection, testing oversight, and compliance verification for utility-scale Solar PV and Battery Energy Storage System installations in Eritrea.

The role will verify that PV, BESS, substation, and associated electrical works comply with approved designs, technical specifications, applicable standards, safety requirements, and quality criteria. The Inspector will operate independently of construction contractors and report objective findings to the Project Director and Client.

Key Responsibilities

  • Conduct independent inspections of PV modules, mounting structures, inverters, transformers, switchgear, cables, protection systems, SCADA equipment, earthing systems, and associated electrical infrastructure.
  • Inspect BESS batteries, containers, electrical connections, Battery Management Systems, Power Conversion Systems, thermal-management systems, fire and safety systems, cabling, controls, and labelling.
  • Verify materials, equipment, installation methods, workmanship, positioning, cable routing, terminations, protection, earthing, and compliance with approved drawings and specifications.
  • Review product certificates, type-test reports, manufacturer documentation, installation manuals, warranties, performance guarantees, and quality records.
  • Witness electrical, functional, safety, integration, Site Acceptance Testing, commissioning, and performance-validation activities.
  • Verify insulation resistance, continuity, earthing, high-voltage, protection-relay, power-quality, inverter, SCADA, charge-discharge, and system-performance test results.
  • Conduct or review thermographic and electroluminescence inspections to identify hotspots, microcracks, cell damage, defective connections, and performance anomalies.
  • Identify, classify, and document defects, safety hazards, and non-conformities using inspection records, photographs, thermal images, EL images, and test data.
  • Issue non-conformance reports, recommend corrective actions, and verify the effective close-out of identified defects.
  • Verify compliance with electrical safety, high-voltage safety, grounding, fire protection, emergency response, access-control, signage, and PPE requirements.
  • Monitor PV output, inverter performance, string performance, BESS efficiency, response time, thermal performance, system availability, and degradation indicators.
  • Review operation and maintenance procedures, preventive-maintenance programmes, spare-parts provisions, maintenance capabilities, and personnel training.
  • Maintain inspection checklists, daily logs, test records, certificates, defect registers, corrective-action records, and final acceptance documentation.
  • Prepare daily, weekly, monthly, phase-specific, and final inspection reports, including clear findings and acceptance recommendations.
  • Escalate critical quality, safety, performance, or compliance issues promptly while maintaining independence, confidentiality, and professional objectivity.

Qualifications and Experience

  • Bachelor’s degree in Electrical Engineering, Electrical Power Engineering, Renewable Energy Engineering, or a related discipline.
  • Minimum eight years’ professional experience in electrical systems, renewable energy, inspection, testing, commissioning, or quality assurance.
  • At least four years’ experience inspecting Solar PV systems and demonstrated practical exposure to BESS installations.
  • Experience inspecting utility-scale Solar PV or hybrid PV-BESS projects of at least 5 MW.
  • Practical experience with inverters, transformers, switchgear, cables, protection relays, earthing, SCADA, BMS, PCS, and associated safety systems.
  • Experience in electrical testing, performance verification, defect analysis, non-conformance management, and corrective-action follow-up.
  • Previous experience in independent third-party inspection or with a recognised testing, inspection, or certification body is highly desirable.
  • Experience in Sub-Saharan Africa, emerging markets, weak-grid environments, or internationally financed projects is an advantage.
  • Fluency in English is required; knowledge of the local project language is an advantage.

Technical Competencies

  • PV, BESS, substation, and electrical infrastructure inspection.
  • Electrical safety, functional, integration, commissioning, and performance testing.
  • Thermography, electroluminescence imaging, visual inspection, and defect analysis.
  • Inspection and Test Plans, hold and witness points, NCR management, root-cause analysis, and corrective-action verification.
  • Product-certification, warranty, performance-guarantee, and compliance-document review.
  • Knowledge of relevant standards, including IEC 61215, IEC 61730, IEC 61724, IEC 62619, UL 9540/9540A, IEEE 1547, IEC 61000, national electrical codes, and applicable quality and safety requirements.
  • Proficiency in thermal cameras, EL imaging equipment, multimeters, clamp meters, power analysers, insulation testers, relay test sets, and inspection-reporting software.

Professional Credentials and Attributes

Solar PV inspection certification, or equivalent, is highly desirable. BESS inspection, thermography, EL imaging, electrical safety, auditing certificates, Professional Engineer, or Chartered Engineer certification is an advantage.

The successful candidate will demonstrate independence, impartiality, technical precision, strong analytical judgment, attention to detail, commitment to safety and quality, accurate reporting, confidentiality, professional integrity, and the ability to communicate findings clearly to contractors, project teams, and the Client.
