Position Summary

The Solar & Battery Site Civil Engineer will provide full-time site supervision and quality assurance for civil and structural works associated with utility-scale Solar PV and Battery Energy Storage System projects in Eritrea.

Reporting to the Project Director and Senior Civil/Structural Engineer, the position will oversee contractors and ensure that civil works comply with approved designs, technical specifications, quality standards, health and safety requirements, environmental obligations, and project schedules.

Key Responsibilities

  • Supervise earthworks, site grading, excavation, compaction, drainage systems, access roads, fencing, auxiliary buildings, and associated site infrastructure.
  • Oversee construction of foundations and structural supports for PV mounting systems, inverters, transformers, BESS containers, substations, and other equipment.
  • Verify compliance with approved drawings, specifications, method statements, construction procedures, Inspection and Test Plans, and applicable standards.
  • Inspect concrete works, reinforcement, formwork, foundations, structural connections, roadworks, drainage systems, and finishing works.
  • Witness and verify soil-compaction tests, concrete slump and strength tests, material tests, foundation tests, and other required civil inspections.
  • Inspect incoming construction materials and verify their quality, certification, storage, handling, and conformity with project requirements.
  • Identify and document defects and non-conformities, issue or support Non-Conformance Reports, and verify corrective actions before close-out.
  • Monitor contractor resources, productivity, work sequencing, schedules, material deliveries, equipment availability, and achievement of construction milestones.
  • Coordinate interfaces with electrical, mechanical, Solar PV, BESS, substation, environmental, and project-management teams.
  • Enforce site health, safety, and environmental requirements, including excavation safety, trenching, lifting, working at height, PPE, equipment operation, erosion control, dust suppression, waste management, and water management.
  • Conduct daily site inspections and promptly escalate significant technical, quality, safety, environmental, resource, or schedule concerns.
  • Maintain daily activity logs, inspection records, test results, photographic evidence, material approvals, NCRs, corrective actions, and red-line drawings.
  • Prepare daily, weekly, and monthly progress reports, inspection reports, completion dossiers, and lessons-learned documentation.
  • Support final inspections, snag-list close-out, preparation of as-built drawings, civil completion certification, Client acceptance, and project handover.
  • Provide technical guidance, training, and knowledge transfer to local engineers, contractors, and maintenance personnel.

Qualifications and Experience

  • Bachelor’s degree in Civil Engineering from a recognized university.
  • Minimum five years’ relevant professional experience in civil construction supervision, preferably on power-generation or renewable-energy projects.
  • Demonstrated experience in earthworks, foundations, reinforced concrete, structural works, drainage, roads, utilities, and site infrastructure.
  • Experience on utility-scale Solar PV, BESS, substations, power plants, or similar infrastructure projects is highly desirable.
  • Practical experience implementing Inspection and Test Plans, conducting quality inspections, managing non-conformities, and reviewing construction documentation.
  • Experience supervising contractors and monitoring progress, workmanship, safety, environmental compliance, and material quality.
  • Experience working in Sub-Saharan Africa, emerging markets, remote locations, or multi-site projects is an advantage.
  • Willingness and ability to reside full-time at the assigned project site throughout the construction and commissioning period.
  • Fluency in English is required. Knowledge of relevant local languages is an advantage.

Technical Competencies

  • Earthworks, grading, excavation, soil classification, bearing-capacity verification, and compaction testing.
  • Foundation construction for PV mounting systems, BESS containers, transformers, substations, and auxiliary equipment.
  • Reinforced concrete, reinforcement inspection, formwork, concrete testing, curing, and structural verification.
  • Drainage, stormwater management, access roads, fencing, cable trenches, utilities, and auxiliary buildings.
  • Quality assurance, material inspection, testing procedures, ITP implementation, NCR management, and corrective-action verification.
  • Construction safety, environmental controls, contractor supervision, schedule monitoring, and site coordination.
  • Proficiency in AutoCAD, Civil 3D or equivalent design tools, MS Excel, MS Project or Primavera P6, and technical reporting applications.

Professional Credentials and Attributes

Professional Engineer, Chartered Engineer, or equivalent civil-engineering registration is highly desirable. Relevant qualifications in structural engineering, construction management, , PMP, PRINCE2, or BIM are an advantage.

The successful candidate will demonstrate practical technical judgment, strong site leadership, attention to detail, commitment to quality and safety, effective contractor management, accurate reporting, problem-solving ability, professional integrity, cultural sensitivity, and the ability to work effectively in a multidisciplinary environment.
