City: Pasadena
State: Texas
Job Description: Field Supervisor, Bureau Veritas Fuels Division
Business Line: Bureau Veritas Fuels Division – Petroleum & Petrochemical
Location: Pasadena, Texas City, Corpus Christi, Lake Charles
Reports to: Branch Operations Manager / Branch Director
Role summary
The Field Supervisor is the branch's control point: every client nomination becomes a correctly staffed, on-time inspection because this role scheduled it. Working from the branch operations desk, the Dispatcher receives job requests from terminals, refiners, traders and shipowners, assigns qualified inspectors to vessel, barge, tank, truck and rail jobs, and tracks each job from nomination to sample delivery at the lab. Working closely with Inspectors, Operations Coordinator, Key Account Manager, laboratory, and customer service. The division serves clients around the clock, so dispatch is a 24/7 function and the role carries rotating shifts and on-call coverage.
Mission
To put the right qualified inspector on every job, on time, at the lowest practical cost, while keeping clients and the branch informed of status at every step. The Dispatcher protects service quality, inspector safety and fatigue limits, and job profitability in equal measure.
Key responsibilities:
Job intake and scheduling
- Receive and confirm client nominations by phone, email and portal; verify scope, product, location, quantity/quality requirements, testing and client references.
- Enter every job accurately in the job management / LIMS system at intake, including billing and PO details.
- Track vessel and barge ETAs, NORs, berthing line-ups and terminal schedules; re-plan as times move.
Inspector assignment
- Assign inspectors by qualification, client and terminal access requirements (TWIC, site-specific training), location and availability.
- Manage rest periods, hours-of-service and fatigue rules; never dispatch an inspector who is out of compliance.
- Balance workload and overtime across the crew; flag staffing gaps to the Operations Manager early.
- Arrange transport, launch boats and travel for out-of-port or remote jobs.
Coordination and communication
- Brief inspectors on each job's scope, client instructions and safety requirements before they leave.
- Keep clients updated on status, delays and any operational issues; escalate disputes or claims to the Operations Manager.
- Coordinate sample logistics with the laboratory so samples arrive with correct chain of custody and turnaround.
- Hand over open jobs completely at each shift change, written and verbal.
Job close-out and commercial
- Confirm job completion, time and expenses so jobs are invoiced promptly and correctly.
- Record scope changes and extra services so they are billed, not given away.
- Pass client feedback and market intelligence (new terminals, volume shifts, competitor activity) to the Key Account Manager.
HSE and quality
- Enforce Bureau Veritas HSE rules in every dispatch decision, including Stop Work Authority and journey management.
- Follow ISO 17020 / 17025 and client procedures for job records and documentation.
- Report incidents, near misses and nonconformances immediately.
Competencies
- Calm under pressure – makes sound decisions fast when ETAs, tides and crew availability change at once.
- Organization and attention to detail – keeps many live jobs straight with no dropped details.
- Clear communication – brief, accurate updates to inspectors, clients and colleagues, by phone and in writing.
- Ownership – treats each nomination as theirs until it is closed and invoiced.
- Customer focus – professional and responsive with clients, including at 3 a.m.
- Safety mindset – will refuse or re-plan a job rather than compromise safety or fatigue rules.
- Commercial awareness – understands that scheduling choices drive overtime, cost and margin.
- Teamwork – builds trust with inspectors and supports other shifts and branches.
Qualifications and experience
Required
- High school diploma or equivalent.
- 2+ years in dispatch, scheduling or operations coordination in a 24/7 environment.
- Proficiency with Microsoft Office (Outlook, Excel) and comfort learning job management systems.
- Valid driver's license; ability to obtain a TWIC card.
- Ability to pass drug screening and background checks required by Bureau Veritas and clients.
Preferred
- Experience in petroleum, petrochemical, marine or terminal operations.
- Field experience as a cargo or petroleum inspector.
- Knowledge of API MPMS, ASTM methods and custody transfer basics.

- Rotating 12-hour shifts, including nights, weekends and holidays, plus on-call rotation.
- Fast-paced environment with frequent phone and radio traffic and changing priorities.
- Must follow all Bureau Veritas HSE requirements, including PPE on any site visit.
