Bureau Veritas Asia-Pacific is recruiting APA Procurement Excellence Director to build and lead unified procurement function across the region. This is a strategic transformation project, with a 3-year roadmap designed to build procurement excellence from the ground up, by:
- Establishing unified regional governance, operating model, compliance, and control frameworks for the success of the future Procurement function, critical to unlock efficiency and cost optimization across APA.
- Leading the Procurement strategy, category management, supplier optimization, sourcing excellence, and Procurement systems’ projects (P2P, Tableau P2P, Savings tracker, Grant, Pia, MA Project). Project management will be paramount to implement the discipline to successfully execute the procurement vision.
- Redesigning the end-to-end processes with the systems(P2P, BI, AI with Flex & operational systems bridges) to build a comprehensive project breaking silo and developing collaborative projects &constructive collaboration with Operations, Finance, Performance & Systems.
- Building, training, and animating the procurement community to upscale talents.
- Build a scalable Best in Class procurement capability supporting regional expansion.
- Partner with DxT on systems road map alignment and digital enablement.
This role is uniquely positioned to bridge procurement strategy, process excellence, and systems enablement - partnering closely with the business, along with Finance, Performance ,and the existing APA procurement organization, to drive integrated value across the board.
The successful candidate will combine BV procurement and systems expertise with strong demonstrated project management capabilities to deliver measurable business impact across compliance, efficiency, and strategic sourcing.
Job Responsibilities:
I. Procurement Leadership & Governance
- Establish regional procurement strategy and governance framework aligned with Group & APA Region standards of excellence and BV business objectives.
- Inventory existing procurement initiatives and build relationships with local/country buyers to integrate their activities and coordinate into an upscaled consistent & unified regional procurement model, across Asia-Pacific geographies.
- Ensure compliance with Group procurement policies, local regulations, and internal controls.
- Establish strategic sourcing initiatives to optimize cost, quality, and compliance.
- Develop supplier relationships and risk management strategies.
- Build the procurement steering committee and manage the regional escalation points.
II. Spend Management & Category Strategy
- Develop category strategies with existing Procurement APA network for key spend family analysis, including operational subcontracting, real estate, travel & expenses, and laboratories (and other relevant, as per revie).
- Optimize supplier base and contract terms across APA.
- Drive cost optimization initiatives while maintaining quality and service levels.
- Monitor and report on APA spend patterns and savings realization.
III. Process Optimization & Continuous Improvement
- Conduct comprehensive assessment of current-state procurement processes across all APA countries.
- Design and implement standardized regional procurement processes embedding:
- Governance framework (policies, approvals, controls, audit trails)
- Control frameworks and compliance requirements,
- Operational efficiency and best practices,
- Risk mitigation.
- Establish procurement risk management and supplier compliance protocols,
- Define KPIs for procurement performance, delivery, and business impact,
- Coordinate with Group Procurement to maintain alignment with global standards.
- Establish and standardize procurement best practices and processes from Group & Region standards while accommodating regional/local requirements.
- Continuously improving processes based on KPI performance and stakeholder’s feedback.
IV. Enterprise Systems & Digital Enablement
- Leverage the global Flex P2P module across APA region.
- Assess current P2P processes and identify optimization opportunities.
- Optimize configuration and adoption of P2Pworkflows across regional entities (support enhanced usage).
- Integrate operation applications and BI to support decision-making.
- Establish data governance and reporting standards for procurement metrics.
- Drive system adoption and users training across the region.
- Integrate operational and BI applications to support procurement analytics and decision-making.
- Implement procurement analytics and reporting capabilities.
V. Roadmap Definition & Project Management
- Define current-state baseline and gap analysis for the APA procurement function.
- Develop detailed project roadmap with phased milestones, timelines, and resource plans.
- Develop a multi-year transformation roadmap with clear phases and dependencies.
- Establish governance structures (steering committees, working groups) to drive execution.
- Leverage cross-functional projects (operation system implementation roadmap -Core).
Implement, track and report KPIs and dash boards measuring:
- Process compliance and control effectiveness,
- Procurement cycle time and efficiency gains,
- Supplier performance and quality metrics,
- Cost savings and spending optimization,
- System adoption and data quality.
- Provide regular progress reporting and adapt plans based on execution results,
- Ensure stakeholder alignment and manage change across the region.
VI. Team Leadership & Capability Building
- Coordinate with existing local procurement teams,
- Create career pathways and succession planning for local talent.
- Establish centers of excellence and knowledge-sharing mechanisms leveraging Group Proc training portfolio.
Requirements: - Degree in Business or related fields
- Working experience in a regional or multi-country leadership role in procurement and experience leading cross-functional and cross-geography team
- Knowledge in Flex, Tableau or Core DxT is an advantage
- Ability with KPI frameworks and performance measurement as well as proficiency in procurement’s best practices and category management
- Strong communication skills, strong analytical and problem-solving skills
- Strategic mindset with ability to balance short-term delivery and long-term capability building
