Position Purpose
The Business Development Director will be responsible for developing and growing Building & Infrastructure (B&I;) services across Singapore, with particular focus on:
- Construction Supervision Services
- Qualified Site Supervision (QSS)
- Accredited Checking (AC) and Independent Checking Engineer Services
- Technical Due Diligence (TDD)
- Design Review and Technical Audits
- Construction Quality Assurance / Quality Control (QA/QC)
- Infrastructure and Industrial Projects
The role will drive revenue growth by identifying opportunities, developing strategic client relationships, leading pursuits and tenders, and coordinating multidisciplinary technical teams to deliver winning proposals for major clients including government agencies, developers, asset owners and contractors.
Key Responsibilities
Business Development & Growth
- Develop and execute the Singapore B&I; growth strategy.
- Identify and secure new opportunities with the Land Transport Authority (LTA), Changi Airport Group (CAG), Sembcorp, JTC, PUB, HDB, data centre developers and operators, and industrial and infrastructure asset owners.
- Build and maintain C-level and senior stakeholder relationships.
- Develop key account plans and long-term client engagement strategies.
- Maintain a strong market intelligence network to identify upcoming tenders and projects.
Technical Consulting & Solution Selling
Promote and position the company's capabilities in:
- Qualified Site Supervision (QSS)
- Resident Engineering and Site Inspection Services
- Accredited Checking Services
- Independent Checking Engineer Services
- Technical Due Diligence
- Design Review
- Asset Condition Assessment
- Structural Assessment
- Technical and Environmental Due Diligence
- Construction Management
- QA/QC and HSE Supervision
- Building and Infrastructure Audits
- Support clients in defining technical solutions and project delivery strategies.
Tender & Proposal Leadership
- Lead Go/No-Go decision processes.
- Develop winning pursuit strategies.
- Coordinate technical, operational, commercial and legal inputs.
- Prepare commercial offers, bid presentations and executive-level proposals.
- Negotiate contracts and framework agreements.
- Manage proposal profitability, risk assessment and resource planning.
Project Stakeholder Management
- Work closely with Engineering, Technical Control and Operations teams.
- Coordinate external partners and specialist consultants where required.
- Ensure alignment between client expectations and delivery capabilities.
- Support project kick-off and key governance reviews.
Market Development
- Monitor relevant regulatory and market developments involving BCA, LTA, CAG, NEA and PUB.
- Identify emerging opportunities in transportation infrastructure, aviation infrastructure, data centres, real estate and industrial facilities, and energy transition projects.
Candidate Profile
Education
- Degree in Civil Engineering, Structural Engineering, Construction Management or a related discipline.
- Professional Engineer (PE) registration preferred.
- Accredited Checker experience highly advantageous.
- Chartered Engineer or equivalent professional accreditation preferred.
Experience - Essential
- 15+ years of experience in engineering, construction, infrastructure consulting or technical services.
- Proven business development and sales leadership experience in Singapore.
- Strong understanding of construction supervision, resident engineering, QSS requirements, LTA project delivery, technical due diligence, design review and construction quality management.
Experience - Preferred
- Experience working on LTA rail, road or tunnel projects.
- Experience supporting CAG infrastructure programs.
- Experience with large industrial or energy projects for clients such as Sembcorp.
- Existing network within government agencies, developers, consultants and contractors.
