Resident Technical Officer (Civil & Structural)

Job Responsibilities: 

  • Review all project drawings and specifications, and raise any discrepancies and/or possible problems before construction work commence on site and progressively throughout the entire course of the project

  • Supervise the construction and related works, maintain quality control and ensure that the works are carried out in accordance with the project specifications, drawings, sketches and site instructions by the supervising qualified persons and project consultants

  • Ensure that the contractors carry out their work in compliance with Building Control Act and Regulations, Codes of Practices and requirements of building authorities and government agencies, such as BCA, LTA, NEA, NParks, PUB, SCDF and public utility agencies/service providers such as SPPG, SingTel, StarHub, etc.

  • Liaise with the supervising qualified persons and their engineers/architects / specialists on the review and approval of revised designs, amended drawings, specialist drawings, sketches, etc.

  • Assist in the review of contractor's method statements and working procedure, and to ensure that they are followed on site; monitor contractors' schedules, day works, etc.

  • Report to the supervising qualified persons any work that are not constructed according to the building approved plans

  • Report to the Authority's appointed project manager and/or project consultants any work that are not constructed according to the specifications and drawings

  • Check shop drawings, samples, etc. submitted by contractors and their subcontractors / suppliers / vendors

  • Keep and review records of works including materials, samples, site equipment, inspections, test reports and ensure proper documentation

  • Keep track of all records and forms submitted by contractors, their appointed qualified persons and site supervisors for temporary works, specialist works and any other works that are designed and supervised by contractors' own qualified persons

  • Assist to resolve all site issues, including coordination with adjacent/nearby construction sites and report to the respective project consultants, supervising qualified persons and the Authority's appointed project manager

  • Upon completion of the construction works, inspect and prepare the lists of defects, of any

  • Observe and comply with site safety, and submit all reports as directed and ensure that works are carried out in a safe and proper manner

  • Attend all site, progress, variation and co-ordination meetings and to keep proper minutes of these meetings

Job Requirements 

  • Diploma in Civil Engineering or equivalent from Singapore Polytechnic or other tertiary institutions of equivalent
  • Registered as Resident Technical Officer with BCA/IES/ACES 
  • Possess at least 5 years of site supervision experience.
