About the Role

Bureau Veritas is seeking a highly driven, strategically minded, and tech-savvy Senior Technical Recruiter to champion the Building & Infrastructure (B&I) product line across the Southeast Asia (SEA) region, with an immediate, critical focus on Singapore operations.

This role is strategically positioned at the crossroads of executive search, high-volume talent mobilization, and recruitment technology. Positioned in Singapore—a central hub requiring dedicated local technical recruitment support—the candidate will be the driving force behind building a robust, long-term talent pool to support both upcoming bids and active project operations. This includes a critical upcoming Project ramp-up requiring 180+ technical professionals for major infrastructure and public sector projects.

To succeed, the candidate must seamlessly bridge the gap between executive-level headhunting and high-volume, agile recruitment for project operations, subcontractor conversions, and replacement roles. The candidate will leverage cutting-edge tools, including Generative AI and automated screening workflows, to rapidly map the market, secure talent pipelines ahead of tender awards, and successfully execute massive, cost-effective project mobilizations.

 

Key Responsibilities

 

1. Strategic Talent Acquisition & Long-Term Sourcing

  • Lead the end-to-end recruitment lifecycle for technical, professional, and site-based roles across B&I business units, with a short-term focus on Singapore and regional support across SEA
  • Design and execute proactive sourcing strategies to build and engage a robust, verified regional talent pool
  • Actively headhunt passive candidates, build long-term talent communities, and establish relationships with specialized engineering associations and subcontractor networks
  • Develop and maintain talent pipelines for regulated and licensed professionals (ie. QP, SRE, RE, RTO, Engineers, Inspectors and other critical project delivery resources in Singapore and regional support across SEA)

2. Bid, Tender, & Project Operations Support

  • Collaborate closely with regional commercial, operations, and bid management teams during early tender stages to map out manpower requirements
  • Develop "ready-to-hire" candidate pipelines and standardized CV templates required for government and private sector project proposals across Singapore, Malaysia, and Indonesia
  • Maintain a database of "ready-to-hire" deployable candidates, subcontractors and contingent workforce resources to support bid pursuits and awarded projects
  • Formulate rapid mobilization and replacement strategies to transition mapped candidates swiftly into on-site roles upon project awards, ensuring cost-effectiveness, quota compliance (such as S Pass/work permit management), and strict timeline adherence

3. Sourcing Technology, Automation, & Analytics

  • Integrate and actively utilize Generative AI tools (e.g., automated screening, AI-assisted candidate mapping) to optimize sourcing pipelines, dramatically reducing manual resume review times
  • Leverage Applicant Tracking Systems (ATS/RCM), specifically SAP SuccessFactors and or Taleo, maintaining perfect data integrity and using dashboards to monitor regional recruitment health
  • Utilize advanced data analytics (via Google Sheets/Excel) to deliver regional salary benchmarking and market availability intelligence to ensure commercial bids are highly competitive

4. Technical Validation & Regional Compliance

  • Verify and validate highly complex regional engineering, structural, and site certifications, ensuring 100% compliance with local standards:
    • Singapore: Joint Accreditation Committee (JAC) registries for RE/RTO, and Ministry of Manpower (MOM) regulations
    • Indonesia: LPJK, SKA, and SKK registries for certified engineers, and Kemnaker safety standards
    • Malaysia: CIDB requirements, and DOSH safety compliances.
  • Assess candidates' technical familiarity with modern construction tools, specifically BIM (Building Information Modeling) software (such as Revit, Navisworks) and local safety/K3 protocols

5. Stakeholder Partnership & On-Site Engagement

  • Serve as a trusted advisor to regional business unit leaders, project directors, and hiring managers, challenging and influencing recruitment strategies based on market realities
  • Conduct regular, proactive site visits (particularly to Singapore project sites) to build deep relationships with project teams, understand operational bottlenecks, and proactively map replacement/mobilization needs on the ground
  • Coordinate and align with regional HR Business Partners and leadership teams on broader talent initiatives and retention frameworks

 

Key Roles Typically Recruited

The role focuses on the end-to-end recruitment of site and office-based professionals, including but not limited to:

  • Qualified Persons Supervision (QPS / QPGeo)
  • Senior Resident Engineers (SRE) / Resident Engineers (RE)
  • Resident Technical Officers (RTO) / Accredited Project Officers (APO)
  • Project Directors / Project Managers
  • Structural, Civil, and MEP Engineers
  • Engineers/Inspectors (ie. PSI, PFI), Site Supervisors, and HSE Officers/ Ahli K3 Konstruksi

Job Requirements

Essential Experience & Qualifications:

  • Education: Bachelor's degree in Human Resources Management, Business Administration, Civil/Mechanical/Industrial Engineering, or a related field.
  • Experience: 7 to 10+ years of solid recruitment experience, including at least 5 years specifically recruiting technical professionals within the EPC, Building & Infrastructure, or construction sectors.
  • Track Record: Proven capability of managing dual-mode hiring: executing high-volume technical sourcing and handling executive-level headhunting, talent mapping, and passive candidate engagement for project leadership.
  • Project Environment: Direct experience supporting large-scale projects, rapid mobilizations, or project-based hiring environments.
  • Sourcing & Compliance Knowledge: Proven capability of sourcing technical talent across Singapore, Malaysia, and Indonesia, with direct familiarity with regional compliance bodies (JAC, LPJK/SKA/SKK, CIDB, MOM, Kemnaker).
  • Advanced Sourcing Tools: Expert-level mastery of LinkedIn Recruiter, advanced Boolean search strings, and modern ATS platforms (such as SAP SuccessFactors).
  • Tech-Savviness: Practical experience utilizing Generative AI tools to automate sourcing/screening workflows, alongside intermediate-to-advanced data analytics skills (Excel/Google Sheets) to build recruitment dashboards.
  • Communication & Stakeholder Management: Exceptional English communication (written and spoken), strong influencing, and stakeholder management skills to effectively partner with regional leadership. Full willingness and flexibility to travel to project sites locally in Singapore and regionally to support site operations.

 

Preferred:

  • Prior experience combining executive search agency (technical desk) and in-house corporate recruitment for regional EPC firms.
  • Prior experience supporting bid, operation, and tender workforce planning.
  • Specialized knowledge or recruitment exposure to transportation infrastructure, data centers, plants, and major civil infrastructure sectors.
  • Professional recruitment certifications (e.g., IHRP-CP) or specialized executive search training.
  • Basic technical education or background in engineering drafting (e.g., CAD/BIM), enabling seamless technical communication with candidates.

Success Measures (First 12 Months)

  • QSS Ramp-Up Readiness: Establish a verified "ready-now" pipeline of at least 180 qualified site professionals (REs, RTOs, Inspectors) in Singapore within the first 6 months to support major project wins and operations.
  • Bid Delivery: Deliver 100% compliant and validated talent templates for all major B&I regional tender submissions across SEA.
  • On-Site Relationship: Establish a structured cadence of monthly physical site visits in Singapore, resulting in improved hiring manager satisfaction and reduced vacancy rates in active operations.
