Skilled in talent mapping, market intelligence, labour cost benchmarking, and project-based recruitment support. Experienced in supporting tender bidding activities by providing manpower insights, competitor intelligence, salary benchmarking, and recruitment strategies to ensure successful project execution and timely mobilization.
Key Responsibilities & Experience
- Source and identify suitable technical talent for Building & Infrastructure projects based on project specifications and operational requirements.
- Conduct market mapping and talent search within the Singapore construction and infrastructure industry to identify potential candidates and talent pipelines.
- Perform labour market benchmarking and salary analysis to understand prevailing manpower costs and hiring trends in the construction sector.
- Support project tender and bidding activities by providing recruitment planning, manpower costing, and workforce availability analysis.
- Review project manpower requirements, technical competencies, and staffing needs in alignment with project specifications and client expectations.
- Gather and analyze competitor hiring trends, manpower strategies, and pricing approaches for projects within the Building & Infrastructure market.
- Develop cost-effective recruitment strategies to source qualified candidates who can be mobilized immediately upon project award.
- Engage with candidates through interviews, meetings, and discussions to assess technical competencies, project suitability, availability, and salary expectations.
- Coordinate closely with project managers, business leaders, and stakeholders to ensure timely recruitment and workforce deployment.
- Build and maintain a strong network of engineers, supervisors, inspectors, resident engineers, resident technical officers, and construction professionals within the Singapore market.
- Negotiate compensation packages and employment terms while balancing project budget and manpower requirements.
- Maintain recruitment databases, candidate pipelines, and market intelligence records for future project needs.
- Ensure recruitment activities comply with company hiring policies and Singapore employment regulations.
Job Requirements
- Diploma or Degree in HR, Business, Engineering, Construction, or related field.
- Minimum 3 years of recruitment experience in Building & Infrastructure, construction, or engineering industry.
- Familiar with Singapore construction market, labour cost benchmarking, and technical hiring.
- Experience in project tender support, manpower planning, and recruitment sourcing is an advantage.
- Strong understanding of technical roles such as Engineers, RE/RTO, QA/QC, and site personnel.
- Good communication, interviewing, stakeholder management, and negotiation skills.
- Able to work in a fast-paced environment and manage multiple hiring requirements simultaneously.
- Proficient in Microsoft Office and recruitment platforms.
