Job Title and Purpose

 

The Environmental & Social Expert will oversee environmental, occupational health and safety, and social safeguard requirements for the project, ensuring implementation of applicable national requirements and the World Bank Environmental and Social Framework.

 

Job Location

 

Will be based in Tashkent, Uzbekistan, with project and site visits as required.

Assignment duration: 10 months. Expected mobilization: January 2027.

 

Responsibilities

 

  • E&S Compliance: Monitor project activities against applicable environmental and social requirements and agreed safeguard instruments.
  • World Bank ESF: Support implementation and monitoring of World Bank ESF instruments, including ESMP, LMP, and GRM requirements.
  • OHS Monitoring: Review occupational health and safety arrangements, site practices, incidents, corrective actions, and contractor compliance.
  • National Environmental Requirements: Support compliance with relevant Uzbekistan environmental procedures, including ZVOS/ZEP requirements where applicable.
  • Hazardous & Laboratory Waste: Review arrangements for segregation, handling, storage, transport, and disposal of hazardous and laboratory waste.
  • Stakeholder & Grievance Management: Support stakeholder engagement, grievance handling, documentation, and timely follow-up of social issues.
  • Reporting: Prepare monitoring records, observations, corrective-action tracking, and periodic E&S reports.

 

Measures of success

 

  • Environmental, social, OHS, and waste-management requirements are actively monitored and material non-compliances are corrected promptly.
  • Required ESF documentation, grievance records, and monitoring reports remain current, complete, and traceable.

 

Requirements to be a successful candidate

 

  • Education: University degree in Environmental Science, Environmental Engineering, Sociology, or a related field.
  • Experience: At least 8 years of experience in environmental management, occupational health and safety, and/or social safeguards.
  • World Bank Requirements: Mandatory practical experience with the World Bank Environmental and Social Framework, including ESMP, LMP, and GRM instruments.
  • National / Technical Knowledge: Knowledge of ZVOS/ZEP processes and hazardous laboratory waste management.
  • Languages: Proficiency in Uzbek and Russian is mandatory, together with a strong working command of English.
  • Skills: Strong site monitoring, risk identification, reporting, stakeholder communication, and corrective-action follow-up skills.
