Job Title and Purpose

 

The FM Manager is responsible for ensuring the effective management, maintenance, safety, and functionality of the physical infrastructure, buildings, and related services of the organization. This includes overseeing building operations, maintenance, safety compliance, vendor coordination, and supporting sustainability and cost-efficiency goals.

  • Will be based in Tashkent, Uzbekistan.

 

Responsibilities

 

 

  • Coordinate the actions of personnel involved in the building's operation, including technical, administrative, and service staff.
  • Improve service quality by optimizing operational processes and implementing best practices in facility management.
  • Implement measures to optimize resource consumption, including electricity, water, gas, and other utilities, to improve building energy efficiency.
  • Be available 24/7 to respond to urgent operational issues.
  • Provide weekly reports to the Client on work performed, system status, and other relevant updates.
  • Process information and notifications received during operational activities.
  • Respond to Client requests regarding technical, administrative, or operational issues.
  • Inform the Client promptly of any identified issues or potential risks related to the building’s operation.
  • Develop and enforce maintenance regulations for engineering systems and equipment, ensuring compliance and execution.
  • Coordinate with contractors and subcontractors involved in the maintenance and operation of the building.
  • Liaise with the Client and their representatives on matters related to facility operation and maintenance.
  • Form and manage the building operations team, including recruitment, training, and supervision.
  • Participate in the development and monitoring of the building’s operating budget (monthly/annually) within the scope of delegated authority.
  • Prepare schedules for maintenance of electromechanical and other building systems and equipment.
  • Prepare work schedules for all personnel, including technical, administrative, and service staff.

 

 

Requirements

 

  • Bachelor's or Master's degree in Engineering (Mechanical, Electrical, Civil, or related field).
  • Minimum 5 years of professional experience in facilities or property management, including hands-on experience with Class A buildings or facilities certified under BREEAM/LEED standards.
  • Strong knowledge of building systems, including HVAC, plumbing, electrical, fire protection, elevators, and energy management systems.
  • Familiarity with local building codes, health and safety regulations, and international standards.
  • Experience in contractor/vendor management, including performance evaluation and service level agreement (SLA) compliance.
  • Proven experience in budgeting and cost control for facilities operations.
  • Excellent communication skills in English (Russian or Uzbek is a plus).
  • Proficiency in Microsoft Office Suite, AutoCAD (basic), and CMMS (Computerized Maintenance Management Systems).
  • Strong leadership, organizational, and multitasking skills.
  • Ability to work under pressure and respond to emergencies effectively.
