Job Title and Purpose
The Quantity Surveyor / Cost Engineer will manage measurement, cost verification, payment certification support, and cost control for construction works under EPC/FIDIC arrangements, ensuring accurate quantities, transparent valuations, and reliable cost records.
Job Location
Will be based in Tashkent, Uzbekistan, with project and site visits as required.
Assignment duration: 10 months. Expected mobilization: February 2027.
Responsibilities
- Quantity Measurement: Measure and verify completed works against approved drawings, BoQs, site records, and applicable measurement rules.
- IPC Verification: Review Interim Payment Certificates, supporting quantities, rates, deductions, and contractor payment documentation.
- Cost Control: Maintain cost tracking, commitments, forecasts, and variance information for project management.
- Variations & Changes: Evaluate quantities and cost impacts of variations, change orders, and other contractual adjustments.
- FIDIC / EPC Support: Support commercial and cost administration under EPC and FIDIC-based contractual arrangements.
- Cost Software: Prepare and review cost estimates and supporting calculations using ABC-4, Smeta.uz, and related tools.
- Documentation: Maintain auditable measurement sheets, valuation records, BoQ updates, and cost correspondence.
Measures of success
- Payments and quantities are verified accurately, consistently, and supported by complete records.
- Cost changes, variations, and forecast impacts are identified early and reported clearly to project management.
Requirements to be a successful candidate
- Education: University degree in Civil Engineering, Economics, Quantity Surveying, or a related field.
- Experience: At least 7 years of experience in construction cost management and payment verification under EPC and/or FIDIC contracts.
- Technical Knowledge: Practical experience with Interim Payment Certificates, BoQ measurement standards, quantity verification, and construction cost control.
- Software Skills: Proficiency with ABC-4, Smeta.uz, or equivalent construction estimating and cost-management tools.
- Languages: Fluency in Uzbek and Russian is mandatory, together with a strong working command of English.
- Skills: Strong numerical accuracy, contract awareness, documentation discipline, negotiation, and analytical skills.
