Required Qualification and certificates
10 Years +, preferrable to have experience on the Client Side
10 years’ Engineering experience in renewable Energy projects
- Bachelor’s degree in Electrical Engineering
- Minimum 7–10 years in power or renewable energy projects.
Proven experience in:
- Owner’s Engineer / Lender’s Engineer / Independent Engineer roles
- Solar PV
- Experience with EPC contract frameworks
- Chinese / English - fluent
Job responsibilities:
Control and ensuring that all required standards and specifications are developed and applied
Overview and preparation of recommendations of local and international standards applicable to the Project
Review of design concepts and, if necessary, presenting its comments to the design concept, timely submission of comments in case of any deviations from the requirements
Review and verify of key engineering documents, such as a plot plan, piping and instrumentation diagrams, cause-effect matrixes, electrical single- line diagrams, control panel drawings, building layout drawings, specifications and requirements for equipment.
Control and ensure that manuals and operating instructions, mechanical dossiers are suitable for subsequent start-up, operation and maintenance of units.

Review of Load Lists
Assesses and validates EPC Contractor capability in providing all contract documents, progress measurement and reporting and recommends additional technical support to address gaps.
Perform overall systems design and engineering tasks.
Plan and conduct independent work requiring judgment in the evaluation, selection, application and adaptation of engineering techniques, procedures and criteria.

Participate in reviewing and checking designs, drawings and data by other engineers or by suppliers.
Provide technical and engineering support and guidance to the site team during the project execution phase.
Monitors the performance of the electrical and electronic systems
Technical Review & Engineering Oversight
- Review and comment on EPC Contractor deliverables, including:
- Equipment specifications and datasheets
- Vendor documentation and drawings
- Design calculations and reports
- Verify compliance with:
- Employer’s Requirements (ER)
- Technical specifications
- International standards (IEC, IEEE, UL)
- Identify design risks, inconsistencies, and deviations.
- Provide formal comments within contractual review timelines.
Equipment Compliance & Assurance
- Ensure all key equipment meets contractual and performance requirements:
- PV modules, inverters, mounting systems
- Battery systems (cells, racks, BMS)
- PCS and transformers
- MV/LV switchgear and protection systems
Construction & Installation Monitoring
- Monitor installation of equipment at site.
- Verify compliance with:
- Approved drawings and procedures
- Manufacturer’s recommendations
- HSE requirements
- Identify and report deficiencies or deviations.
- Participate in site inspections and walkdowns.
Commissioning & Performance Verification
- Review commissioning procedures and test protocols.
- Witness key commissioning activities:
- Functional tests
- Grid synchronization
- BESS charge/discharge testing
- Verify performance test results against contractual guarantees.
- Support issuance of:
- PAC (Provisional Acceptance Certificate)
- FAC (Final Acceptance Certificate)
Technical Competencies
- Strong understanding of:
- Solar PV systems and grid integration
- Battery Energy Storage Systems (BESS)
- Power conversion and protection systems
Risk Management & Reporting
- Identify technical and execution risks related to equipment.
- Provide recommendations to mitigate risks.
- Prepare regular reports for the Client:
- Equipment status (engineering, procurement, delivery)
- Risk register updates
- Critical issues and delays
