Job Summary
Permit Technician – PA East
The Permit Technician provides essential administrative, clerical, and secretarial support to the Permit Services team. Working under the direction of the Permit Technician Supervisor, the incumbent maintains the construction‑permit database, verifies the completeness of permit application packets, assists Plan Review staff, and performs backup duties for other office functions. The role requires frequent interaction with city officials, contractors, and the public, and demands high‑quality customer service, strong problem‑solving abilities, and the capacity to multitask in a fast‑paced environment.

Permit Intake & Verification
• Receive permit applications (paper or electronic), confirm that all required documents, fees, and approvals are included, and flag any missing items for follow‑up.
Database Management
• Enter and update permit and inspection data in the BV tracking system; generate reports on permits issued, pending items, and inspection status.
Clerical & Secretarial Support
• Answer general telephone calls, provide information to callers, take and forward messages, compose routine correspondence, and file incoming and outgoing documents.
Customer Interaction
• Communicate clearly and courteously with staff, citizens, builders, and contractors; respond to inquiries about the permit process and direct them to the appropriate resources.
Team Collaboration
• Assist Permit Review staff and other team members when requested; provide backup for special projects, research tasks, and data‑analysis activities.
Administrative Tasks for Special Projects
• Conduct research, gather data, and prepare summaries or reports as needed for ad‑hoc initiatives.
Professional Development
• Pursue ICC Permit Technician certification (or obtain within the first year) and attend training to stay current on codes and standards.
Compliance & Safety
• Perform daily duties responsibly and safely, respecting private and public property; follow all BV and regulatory safety procedures.
Other Duties
• Perform any additional tasks assigned by the Permit Technician Supervisor to support departmental goals.

Education, Certifications, and Experience (required)
Skills
The requirements listed below are representative of acquired skills required.
• Computer Applications – Microsoft Word, Excel, Outlook, Adobe Acrobat, Adobe Photoshop
• Database/Tracking Software – BV permit‑tracking system, CRM tools
• Digital Imaging – Use of scanners and basic photo‑editing for document attachment
• Technical Writing – Clear, concise email and memo composition
• Verbal Communication – Ability to explain permit requirements to non‑technical audiences
• Problem Solving – Identify missing information, resolve simple procedural issues, and suggest work‑arounds
• Mathematical Aptitude – Perform addition, subtraction, multiplication, division, decimals, and percentages accurately
• Functional Reasoning – Interpret written, oral, or diagrammatic instructions and adapt procedures as needed
• Time Management & Multitasking – Handle high call volume (80‑150 calls/day) and 100+ emails/day while maintaining accuracy
Education
• High school diploma or GED (minimum).
• Associate’s degree in business administration, Office Management, or a related field preferred.
Experience
• Minimum 2 years of experience performing daily office operations, clerical duties, and data‑entry tasks (municipal, construction, or corporate setting).
• Prior exposure to building‑code or inspection‑related processes is a plus.
Certifications
• ICC Permit Technician certification – required or must be obtained within the first year of employment.
Licensing
• Valid driver’s license (required for occasional on‑site visits or training).

• Ability to pass pre‑employment drug screen, motor‑vehicle record check, prior‑employment verification, and criminal background check (if applicable).
